Responsibilities
- Manage, define, design, and develop system requirements, performing trade-off analyses of performance, life-cycle cost, risk, and other system or program requirements.
- Assess architecture, subsystems, and current hardware limitations to ensure hardware/software compatibility; define system specifications and evaluate input/output processes.
- Develop concepts, perform modeling and simulations, conduct cost estimations, and perform cost-benefit analyses aligned with engineering standards and industry best practices.
- Conduct independent technical investigations in systems design, perform engineering studies, analyze system problems, and develop system implementation solutions.
- Support system support requirements, analyze and resolve program support deficiencies, and evaluate new technologies and interoperability of COTS hardware/software.
- Identify program objectives and technical development strategies; prepare system engineering management plans, work breakdown structures, and schedules.
- Implement risk and opportunity management plans, assess risks, develop mitigation and disaster recovery plans, and oversee engineering project planning and execution.
- Lead systems engineering efforts, troubleshoot incidents, and develop standard operating procedures to ensure quality service delivery.
- Manage customer and stakeholder needs, generate requirements, perform functional analysis, and collaborate with network staff to ensure reliable software and systems.
- Mentor junior and senior team members, install, tune, upgrade, troubleshoot, and maintain all relevant computer systems including OS administration, user management, and networking.
- Expand engineering knowledge, review professional publications, participate in societies, and stay updated on state-of-the-art practices.
Requirements
- Bachelor's Degree in Information Technology, Computer Science, or related field
- 10 years of relevant IT systems engineering experience; in lieu of degree, an additional 4 years of relevant work experience are required
- Must immediately disclose any debarment, exclusion, or ineligibility to work on Federal health care programs
- Ability to work effectively in a fast-paced environment with changing priorities, deadlines, and workloads
- Effective communication and positive customer service skills for internal and external stakeholders
- Experience in cloud engineering, automation, and infrastructure as code (IaC) tools such as Terraform, CloudFormation, and CDK
- Strong hands-on knowledge of AWS platform and services including EC2, S3, Lambda, VPC, IAM, EKS, CloudWatch, CloudTrail, etc.
- Minimum of one AWS certification (e.g., Solutions Architect, DevOps Engineer)
- Experience with containerization (Kubernetes, Docker), CI/CD pipelines, and serverless computing
- Proficiency in programming languages such as Python and Bash scripting
- Strong understanding of cloud-native architecture, network security, and system scalability
- Excellent communication, collaboration, and leadership skills, with experience mentoring peers

- Compensation Range: 109.05 Per Hour
