About the role
L3Harris’ Spectrum Superiority segment is currently seeking a Lead Program Manager to join our team. This position can be based at our Salt Lake City, UT, Carlsbad, CA, or San Diego, CA facilities. The Lead Program Manager is responsible for directing all phases of programs from inception through completion, with emphasis on Capture, Development, and Execution. The role involves engagements with multiple US Government organizations and primes, as well as extensive subcontractor interface in cooperation with L3Harris Subcontracts Management.
The Program Manager will manage competitive pursuits, shape follow-on value-added Engineering Change Proposals (ECPs), and lead development and/or production programs. Target programs will include scope related to the US Navy’s resilient communications and weapons initiatives. The PM will champion program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow, with ultimate responsibility for the cost, schedule, and technical performance of programs.
Responsibilities
- Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW), specifications, operating budgets, and financial terms/conditions of contracts.
- Participates in the negotiation of contracts and contract changes, leveraging strong negotiation skills to work toward win-win solutions.
- Shapes, develops, and demonstrates tactics and strategies for the government to recommend approaches that directly impact the achievement of overall government and L3Harris goals.
- Builds and maintains strong relationships within and outside of L3Harris, including strategic partners in industry and government.
- Gains and maintains high trust and confidence with customers, L3Harris leadership, and program teams regarding matters of substantial importance.
- Provides leadership in developing solutions for technology insertion and refresh for platforms, including LOS and BLOS communications.
- Analyzes problems to identify root causes, considering broad-based variables.
- Evaluates and adjusts win strategies using a strong technical and business background, proactively making recommendations to leadership.
- Develops specific courses of action in program execution and capture planning to yield predictable results and profitable return on investment.
- Manages major supplier partners and subcontracts to ensure performance.
- Applies extensive experience with earned value program management and risk management.
- Leads matrixed organizations effectively.
Requirements
- Bachelor’s Degree and minimum of 9 years of relevant experience OR Graduate Degree and minimum of 7 years of relevant experience.
- Current or in-scope Secret security clearance with TS eligibility.
- Ability to travel domestically and internationally as needed (up to 20%).
Preferred Qualifications
- Experience with earned value program management and risk management.
- Current or in-scope TS/SCI security clearance.
Pay
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $127,500–$236,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
Schedule
9/80: Employees work 9 out of every 14 days—totaling 80 hours worked—and have every other Friday off.
