About the role

Leads moderately to significantly complex program management functions for key engineering programs, projects, or strategic business process development and execution. Acts as the primary point of contact responsible for program negotiation, management, budgetary oversight, and delivery of engineering programs or strategic business processes. May lead matrix teams to manage and execute key weapon systems, product/services, or reimbursable programs. May also lead strategic business development and execution efforts across the organization and at the Nuclear Security Enterprise (NSE) level. Ensures integrated project management processes align with industry best practices and are consistently applied across the business.

Responsibilities

  • Negotiates, evaluates, determines, and executes program project management activities for one or more significant, complex programs or components.
  • Leads, directs, influences, and applies extensive technical knowledge to identify and mitigate program risks and resolve significant technical issues for key complex programs and supporting projects.
  • Establishes achievable cost and schedule parameters for complex weapons programs and reimbursable product/service programs using extensive knowledge of programs and business processes.
  • Leads financial planning, monitoring, reporting, scheduling, analysis, and preparation of technical/schedule information for complex program/project planning.
  • Serves as the primary technical, administrative, and logistical liaison with the company, Department of Energy, design agencies, laboratories, integrated contractors, and other government agencies for key complex weapon, growth, or business process programs.
  • Leads the establishment of production/project definitions, maintenance of directive schedules, and engineering releases for key weapon systems.
  • Integrates customer needs with business competencies to drive growth in existing and emerging markets.
  • Participates in strategic planning and leads teams or matrix reports to manage day-to-day program requirements.
  • Assists in the selection and development of programmatic resources.
  • Provides management, oversight, and execution of Program Excellence and Excellence in Project Management initiatives, ensuring alignment with strategic goals.
  • Drives continual operational alignment of Program Excellence tools with strategic goals to ensure consistency across Division programs.
  • Guides effective use of program/project resources, including personnel, tools, and processes.
  • May lead KCNSC and/or NSE-wide programs to standardize and execute best business processes (e.g., Program Excellence, Excellence in Project Management, Integrated Product Delivery System, Integrated Phase Gates, Baseline Change Management).
  • May develop and lead business training and development initiatives across the organization and NSE.
  • Integrates business requirements to meet the needs of core and emerging markets.
  • Serves as the primary KCNSC point-of-contact and liaison with program leadership at the Department of Energy, NSE Design Agencies, NSE Production Agencies, and other external stakeholders, as well as internal executive leadership.
  • Builds and maintains collaborative relationships with internal business units and external customers.
  • Guides and mentors Deputy & Associate Program Managers and other program support staff.

Requirements

  • Bachelor’s degree in Business or Engineering.
  • 7+ years of experience in key Engineering, Manufacturing, and/or Program/Project Management roles, including applications of advanced engineering technologies, program/project management principles for highly complex technical or program assignments, and complex strategic business processes.
  • Ability to travel up to 30% of the time.
  • United States citizenship.
  • Ability to work on-site as directed by management.
  • Regular and reliable attendance.
  • Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).

Qualifications

  • Master’s degree in Business or Engineering preferred.
  • Experience leading matrixed and multi-disciplinary complex teams and assignments.
  • Technical understanding of weapon systems and component functions preferred.
  • Understanding of the NSE weapons acquisition and product realization process preferred.
  • Extensive knowledge and expertise in complex engineering and/or program management processes, principles, tools, and architecture with a progressive history of responsibility and success.
  • Expertise in estimation methods, critical path analysis, and contemporary program management trends and practices.
  • Proven excellence in effective communication, interactive presentations, and negotiation skills.
  • Ability to routinely represent program management and company stakeholders.
  • Proven leadership skills and ability to mentor, coach, and lead program management personnel in a matrixed environment.
  • Ability to serve as the company spokesperson for key programs.
  • PMI certification preferred.
