About the Paid Leave Division
The Paid Leave program officially launched in Minnesota on January 1, 2026. It provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition, caring for a family member, or welcoming a new child. The program is designed to be easy for every Minnesotan to use, built around the needs of workers, employers, caregivers, and insurers. The Paid Leave team operates with high standards and a commitment to serving Minnesotans in a start-up environment, creating human-centric processes and systems to deliver this new benefit.
Position Purpose
The Lead Learning Consultant leads the planning and implementation of comprehensive workforce development learning for the Paid Leave Program. This role provides independent learning consultation and operational support to team members and management, advising on complex learning needs and shaping program-wide learning curriculum. The consultant may design specialized learning curriculums for all employees or specific programs and facilitate technical, supervisory, or management learning.
Responsibilities
- Lead workforce and leadership development strategies, consulting with leaders on learning needs.
- Manage cross-functional projects to boost team readiness and set learning rules and procedures.
- Guide a team that designs and delivers training programs.
- Design multi-modal training programs and manage project timelines.
- Lead leadership development at all levels for the Paid Leave Program.
- Manage daily learning operations and maintain training content libraries.
- Use data analytics to promote and improve educational programs.
Qualifications
- Three (3) years of experience designing and delivering learning solutions.
- Bachelor’s degree in Human Resources, Public or Business Administration, Education, or a closely related field may substitute one (1) year of experience.
- Experience applying adult learning theory and instructional design principles.
- Experience consulting with leadership and subject matter experts to identify learning needs and recommend solutions.
- Experience designing, developing, and delivering accessible learning solutions using a variety of tools across multiple modalities.
- Experience collecting and analyzing learning data to identify trends and measure performance.
Preferred Qualifications
- Ability to provide leadership and consultation, guiding stakeholders toward effective learning outcomes.
- Experience managing multiple cross-functional project teams in a dynamic, fast-paced environment with competing priorities.
- Experience applying creativity and innovation to learning design, development, and delivery.
- Ability to support learning operations, including standard operating procedures, content management, enrollment, and communications.
- Experience working in local, county, and/or state government.

Pay
$32.97 - $48.60 / hourly
$68,841 - $101,476 / annually
Schedule
Day Shift, 8:00 AM - 4:30 PM
Monday - Friday
No travel required
