LEAD CIVIL ENGINEER (STRUCTURAL).

About the role

This position leads the engineering team in the development and execution of flood control, flood risk management, and navigation projects.

Responsibilities

• Leads the engineering team in the development of designs and project execution documents.
• Performs Technical Reviews (TRs) of work performed by others.
• Communicates effectively, concisely, and clearly in both one-on-one and group settings.
• Oversees the development of engineering designs, plans, specifications, design documentation reports, and Operation and Maintenance manuals.
• Conducts site inspections, forms conclusions, and provides oral or written reports with recommendations for action.
• Articulates and communicates team assignments, projects, problems, actionable events, milestones, and deadlines.

Qualifications

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work.

Basic Requirement

• Degree: Bachelor's degree (or higher) in engineering from a program accredited by ABET, or a degree that includes differential and integral calculus and advanced courses in five of the following seven areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or comparable fundamental engineering science or physics.
• Combination of Education and Experience: College-level education, training, and/or technical experience that demonstrates thorough knowledge of physical and mathematical sciences underlying engineering and a good understanding of engineering sciences and techniques. This must be demonstrated by one of the following:
  • Professional registration or licensure as a Professional Engineer (PE), Engineer Intern (EI), or Engineer in Training (EIT).
  • Successful completion of the Fundamentals of Engineering (FE) examination or equivalent.
  • At least 60 semester hours of courses in physical, mathematical, and engineering sciences.
  • A related curriculum (e.g., engineering technology, physics, architecture) with at least 1 year of professional engineering experience under supervision.

Specialized Experience

One year of specialized experience at the GS-12 level or equivalent, including:

• Leading a multi-discipline engineering team in civil engineering designs for civil works projects.
• Providing engineering design for construction of locks, floodwalls, floodgates, control structures, and pumping stations.
• Developing and reviewing design documentation.
• Communicating engineering rationale to higher authorities and non-federal entities.

Additional Requirements

• Selective Placement Factor: Must possess and maintain a valid Professional Engineer (PE) license issued by any U.S. state or territory. Proof of licensure is required.
• Time in Grade Requirement: Applicants must have 52 weeks of Federal service at the GS-12 level or equivalent within the last 52 weeks.
• U.S. citizenship is required.
• Male applicants born after December 31, 1959, must be registered with the Selective Service.
• This position requires a 1-year probationary period.
• Direct deposit of pay is required.

Pay

Salary includes applicable locality pay or Local Market Supplement.
