LEAD APPLICATION DEPLOYMENT ENGINEER

This position is designated IT-1 (Critical - Sensitive) and requires a favorable Single Scope Background Investigation (SSBI). Candidates must be U.S. Citizens and eligible for a Secret Clearance, which must be obtained within 6 months of appointment.

Responsibilities

  • Lead the full spectrum of end-user application, patching, and operating system support for varying devices/environments (PC desktop/laptop, MacBook, iMac, vmWare, InTune, Microsoft O365) and mobile (Blackberry, iPhone, tablet).
  • Prioritize assignments, coordinate workload, and mentor team members.
  • Install and configure end-user application and operating system software, including operating system files, patches, and user applications.
  • Oversee and utilize automated deployment and management tools such as Mobile Device Management systems, Microsoft Software Center, Microsoft Intune, Advanced Installer, App V, and MSI’s to distribute applications globally.
  • Review and evaluate critical security notifications; execute planned patch and service pack management using automated tools and scripts.
  • Support risk management framework for hardening applications and systems.
  • Develop and maintain shell scripting languages (e.g., PowerShell) for Microsoft, Android, and Apple platforms.
  • Understand front-end and user interface technologies including HTML, XML, JavaScript, and CSS.
  • Analyze new and existing applications for NEXCOM PCs; perform optimization, upgrades, and patches.
  • Implement new applications from design through post-installation stages, including packaging, deployment, troubleshooting, and documentation.
  • Provide technical and user support for application troubleshooting; document application installations requiring additional configuration.
  • Ensure rigorous application of Information Security/Information Assurance policies and practices.
  • Actively participate in project planning and take a leadership role to ensure timely project completion.
  • Perform other related duties as assigned.

Requirements

This position is designated as a Cyber IT/Cybersecurity Workforce position in specialty area 45. Incumbents must comply with the DON Cyber IT/CSWF Program requirements, including:

  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix associated with the specialty area and level of assigned duties.
  • Participate annually in 40 hours of continuous learning (CL) activities, documented in an individual development plan (IDP) signed by both employee and supervisor.

Qualifications

Required Minimum Cybersecurity Credentials:

  • Education:
    • Graduate Degree from an accredited University (subject matter as listed in SECNAV M-5239.2 Appendix 4), or
    • CNSSI/NTSSI 4015 Systems Certifiers / 4016 Risk Analysts.
  • Training:
    • NEC 1316 AN/BYG-1 (V) TI04 Combat Control Maintenance Technician, or
    • NEC 1319 SSGN Tactical Tomahawk Weapon System (TTWCS) Maintenance Technician, or
    • NEC 1346 AN/BYG-1 (V)9 TI-10 Combat Control Maintenance Technician, or
    • NEC 1347 AN/BYG-1 (V) TI-12/14 Maintainer, or
    • NEC 2780 Network Security Vulnerability Technician, or
    • NEC 2781 Advanced Network Analyst, or
    • NEC 3371 CVN Propulsion Plant Local Area Network (PPLAN) Administrator, or
    • NEC 9225 AN/SSQ-137 Ships Signal Exploitation Equipment (SSEE) Maintenance Technician, or
    • NEC 9229 Submarine Carry-on Equipment Technician, or
    • NEC 9298 Ships Signal Exploitation Equipment Increment Foxtrot (SSEE INC F) Maintenance Technician, or
    • NETW 4001 Security Plus.
  • Certification:
    • Certified Information Systems Security Professional (CISSP), or
    • CompTIA Advanced Security Practitioner (CASP) ce, or
    • EC-Council Network Security Administrator (NSA).
  • Operating System/Computing Environment Certificate:
    • Microsoft Certified Solutions Expert (MCSE) Mobility (pass associated Microsoft exam(s) or Skillport version).

A signed Privileged Access Statement is required. Candidates without the required certification may be placed in the job but must obtain the certification(s) within 6 months of appointment.

General Experience: 3 years of administrative, technical, or investigative work demonstrating ability and aptitudes for technical and analytical work involving management information systems.

Substitution of Education for Experience: One year of related academic study above high school may substitute for 9 months of experience, up to a maximum of a 4-year bachelor’s degree in business/information systems or computer science.

Specialized Experience: Minimum of four years in the following areas:

  • Application Installation, Upgrade, Troubleshooting, and Deployment
  • System User Account Administration
  • O/S Administration (Microsoft Windows)
  • Automated Application Deployment (Push and Pull)
  • Coordination/Planning Across Multiple Systems
  • Mobile Device Management (e.g., Android, iOS)
  • LAN System Administration and Support (Microsoft Windows)
  • Application Patch Administration
  • Application Testing for Operating Systems Compatibility

Additional Certifications: Incumbents must possess and maintain current certifications as follows:

  • IA Certification: One of the following:
    • Security+, or
    • GIAC Security Essentials Certification (GSEC), or
    • Security Certified Network Professional (SCNP), or
    • Systems Security Certified Practitioner (SSCP), or
    • Higher-level certifications such as CISA, CISSP, GIAC Security Expert (GSE), or SCNA.
  • Technical Certification: Windows 10 certification or any replacement certificate/exam announced by Microsoft (e.g., Exam MD-100).
