Job Description Summary

The Lead and Copper Program Supervisor role ensures Connecticut Water complies with all current and future lead regulations. This cross-departmental position serves as the lead subject matter expert for the utility, developing and enhancing processes and systems to achieve compliance with federal and state lead regulations.

Responsibilities

  • Overall Lead cross-departmental efforts to develop, implement, and periodically review processes and systems to comply with lead regulations.
  • Ensure that requirements of any state or federal legislation, regulation, or guidance are incorporated into systems and processes.
  • Serve as authority on LCR, LCRR, and LCRI and other federal/state lead regulations.
  • Manage scope and progress of consulting services.
  • Collaborate with other departments, including Project Management Office (PMO), to identify, plan, and implement any enhancements to existing IT systems.
  • Performs other duties as assigned.

Strategy

  • Responsible for leading execution of Connecticut Water’s strategy.
  • Makes recommendations to senior leadership regarding changes to strategy to ensure compliance and maximize efficiency.

Service Line Inventory

  • Executes inventory strategy to address unknown materials on utility-side and customer-side of service lines.
  • Manages consultant and contractor(s) with support of Project Management Office and Operations.
  • Collaborates with Engineering and Operations to obtain Drinking Water State Revolving Funds to offset impact to rate-payers.

Lead Service Line Replacement

  • Optimizes LSL Replacement program and creates system-specific LSL Replacement Plans.
  • Champions the LSL replacement and disruption program, including follow-up lead monitoring and related communications with customers.
  • Ensures that related processes are compliant with regulations and internal departments are trained.

Corrosion Control

  • Lead development and implementation of tracking of corrosion control water quality parameters at treatment facilities and within the distribution system.
  • Utilizes Water Quality software and Aquatic Informatics WIMS system to standardize and automate performance review.
  • Provides training to Operations and Service Delivery Performance staff.
  • Supports cross-departmental effort to monitor corrosion control and provide analysis to mitigate risk of corrosion.
  • Leads or supports efforts, in conjunction with engineering consultants, to conduct studies related to corrosion.

Compliance Monitoring Program

  • Plans and implements the lead and copper compliance sampling program in 65+ Connecticut public water systems.
  • Ensures that compliance sampling locations and sample site plans for the Lead and Copper Compliance program meet all regulatory requirements for completeness and accuracy.
  • Responsible for sample scheduling and receipt, testing, and reporting of results to the compliance agencies are complete and accurate.
  • Utilizes Water Quality software and Aquatic Informatics WIMS system as needed.

School and Daycare Monitoring Program

  • Plans and implements the school and daycare sampling program, which includes approximately 300 schools and daycares.

Communication

  • Develops and implements public education programs.
  • Collaborates with Corporate Communications, Customer Service, Operations, Engineering, and other departments as necessary to ensure clear and compliant communications.
  • Communicates as subject matter expert with customers, state and local stakeholders, and state and federal regulators.
  • Communicates internally to ensure prioritization of lead related efforts and employee understanding of regulations.
  • Aids in the development of annual Consumer Confidence Reports.

Qualifications

  • B.S. with M.S. preferred in Engineering, Environmental Science, Chemistry, or related program.
  • Professional Engineering license is preferred.
  • A minimum of four years of experience in water quality management, water or wastewater engineering, drinking water laboratory analysis, or other related discipline required.

Compensation

Compensation Type: Annual Salary
Compensation Range: Grade 8 - Salary $ 92,106.00 - 165,791.00
