About the role
The Lead Analyst / Project Manager fills the contract-mandated dedicated Lead Analyst position required for all SOW project work (§2.2.4). This individual owns the day-to-day execution of SOW projects end-to-end: requirements confirmation, level-of-effort estimation, scope control, schedule management, issue resolution, quality gates, and milestone sign-off. The Lead Analyst is also a senior technical analyst capable of confirming requirements, reviewing code, and leading architecture walkthroughs across TMS modules.
Responsibilities
- Serve as the dedicated Lead Analyst for all SOW project work as required by §2.2.4; remain the single point of contact for MoDOT PMT on active projects
- Lead SOW intake: analyze each MoDOT SOW request, confirm scope, develop draft SOW with firm-fixed hours and cost, and coordinate approval cycle through to final SOW signature
- Maintain the Azure DevOps project board for each active SOW: work items, sprint plan, burndown, and milestone schedule aligned to final SOW deliverables
- Facilitate code and architecture walkthroughs per MoDOT Best Practices on all SOW development work (§2.2.3)
- Conduct impact analysis on data-dependent TMS modules before any SOW change is submitted for MoDOT staging; document findings
- Track and report SOW project status at the frequency specified in each SOW; escalate schedule risks with mitigation options before deadlines slip
- Manage milestone acceptance: submit completion notifications in writing; coordinate MoDOT PMT formal acceptance within agreed turnaround times; track holdback release
- Maintain a RAID log (risks, actions, issues, decisions) for all active SOW projects; escalate per defined tiered path
- Support break/fix analysis and estimation for maintenance items that transition from Service Desk Plus tickets into SOW scope
- Maintain awareness across all TMS application areas to advise on cross-module impacts of proposed changes
Qualifications
- Minimum 3 years of experience as a business analyst, project manager, or lead analyst on software development or maintenance engagements
- Minimum 1 year of experience similar to MoDOT's technical architecture (.NET, Oracle, web applications)
- Experience with business analysis techniques: requirements elicitation, scope definition, LOE estimation, and acceptance criteria development
- Experience managing SOW, task-order, or fixed-price project work with milestone-based acceptance
- Experience with Azure DevOps or equivalent work-tracking tooling
- Minimum 1 year of experience with transportation-related applications (§2.2.3)
- Minimum 1 year of experience with location referencing applications and data (§2.2.3)
- PMP, PMI-ACP, or equivalent credential; or equivalent demonstrated experience
- Ability to pass MoDOT background check
Preferred Qualifications
- Experience with Oracle Spatial or ESRI ArcGIS in a transportation or GIS context
- Familiarity with PL/SQL sufficient to review and validate database-level impact analysis
- Experience with MoDOT or Missouri state government systems
- Experience facilitating formal code or architecture review meetings with government client stakeholders
- Crystal Reports or Power BI experience for reporting requirements confirmation
