LD Appt Medicaid Housing Program Specialist

Pay Range: $40.27 - $49.52 Hourly

Job Type: Limited Duration (up to 15 months), full time 1.0 FTE, hybrid telework, 40 hours per week. Schedule options: standard 40-hour week, 4/10s (Monday–Thursday), or 9/80 with alternating Fridays off. On-site location: 209 SW 4th Avenue, Portland OR 97204. All employees must reside in Oregon or Washington.

About the Position

This role administers the 1115 Medicaid Waiver Housing benefit program for the county. The purpose of this position is to participate in the development and administration of the housing benefit through network coordination, technical assistance, quality assurance, and program analysis.

Responsibilities

• Program Administration:
  • Execute program administrative and operational needs specific to the 1115 Medicaid Waiver Housing Benefit.
  • Responsible for operational evaluation assignments and implementation and/or coordination of Medicaid 1115 Housing program activities.
  • Act as a liaison between multiple service providers, community-based organizations, and additional partners, ensuring effective communication and updates to relevant parties.
  • Respond to commonplace inquiries from internal and external partners regarding program functions and processes.
  • May work directly with partners and clients to expedite urgent cases.
  • Monitor expenditures and prepare reports for the program.
• Program Development and Analysis:
  • Develop workflows and program evaluation criteria in collaboration with Program Supervisor, Program Specialist Senior, and external partners.
  • Develop training manuals, literature, publications, and other documents regarding procedures and regulations surrounding the Medicaid 1115 Housing Benefit Program.
  • Recommend updates to program processes and workflows using a continuous quality improvement lens.
  • With support from the Research and Evaluation Analyst Senior, collect appropriate data and ensure client data privacy practices are in place.
• Network Development and Coordination:
  • Manage referrals and the referral process for the program across the county.
  • Coordinate with stakeholders regarding overall program capacity for the county and external providers.
• Technical Assistance:
  • Develop, execute, and make recommendations on technical processes such as invoicing, reporting preparation, and data management.
  • Support program planning and documentation for a complex and highly visible housing benefit.

Requirements

• A Bachelor's Degree – in lieu of a degree, equivalent years of related experience will be considered.
• One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position (Equivalency: 5-8 years of qualifying training and/or experience).
• Must pass a criminal background check with Multnomah County (this step occurs after a job offer).
• Must have a valid driver license.

Pay

$40.27 - $49.52 Hourly. This is an hourly union-represented position eligible for overtime pay.
