Location & Clearance

Norfolk, Virginia (Onsite). Candidates must be U.S. citizens able to obtain and/or maintain a Department of Defense security clearance. Customer requires all consultants to hold a minimum of an Active Secret.

Role Overview

This position provides contractor support for Joint Intelligence, Surveillance, Reconnaissance & Awareness (JISR&A) Integration. The role involves supporting the development of JISR&A capability products in accordance with the NATO governance model, contributing to program management, methodological analysis, and the synchronization of development and implementation efforts across various lines of development.

Responsibilities

• Support the development of JISR&A capability products across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI).
• Assist Program Directors and Project Coordinators in program management, engaging with stakeholders from tactical to strategic levels.
• Provide methodological and analytical expertise to support the holistic development of JISR&A capabilities, particularly in multi‑source/multi‑domain intelligence fusion.
• Elicit, capture, develop, and analyze capability targets and operational requirements.
• Develop and review JISR&A‑related doctrinal materials, including policies, concepts of operation, and courses of action.
• Coordinate DOTMLPFI development and implementation synchronization.
• Organize and participate in workshops, seminars, and meetings.
• Collaborate with national and international military and civilian organizations.
• Administer JISR&A capabilities development program status information.
• Identify lessons and best practices to contribute to organizational learning.

Required Qualifications

• Education: Master’s degree or equivalent national academic or Military College qualification in engineering, information systems, aeronautics, operations research, project management, business administration, or a related discipline. A Bachelor’s degree may be substituted with five years of relevant experience.
• Experience:
  • Five years of operational experience within the last twelve years in intelligence fusion and integration on a Joint or Strategic level staff.
  • Three years of experience in the last ten years briefing senior leaders and decision‑makers.
  • At least two years of program or project management experience within the last ten years, focused on military capability development in a complex environment.
  • At least two years of experience within the last ten years working in a multinational organization or NATO structure.
