Location: Norfolk, Virginia (Onsite). Clearance: Active Secret required. Candidates must be U.S. citizens able to obtain and maintain a Department of Defense security clearance.
Role Overview
This position supports the Enabling Capabilities Portfolio with a focus on Infrastructure Programs. The role involves hands‑on data integration, data engineering, analytics, and decision‑support activities. The selected candidate will work with program managers, portfolio staff, and other stakeholders to improve program delivery through the effective use of data.
Key Responsibilities
- Support the Enabling Capabilities Portfolio through data integration, engineering, analytics, and decision support.
- Work with stakeholders to understand information requirements, data sources, and data gaps.
- Design, develop, and maintain repeatable data integration processes.
- Develop and maintain structured data models, common definitions, business rules, and data‑quality controls.
- Design, prototype, and improve digital data‑collection applications and workflows.
- Support the development and use of digital Management and Oversight Review (MOR) solutions.
- Develop dashboards, metrics, visualizations, and other decision‑support solutions.
- Apply analytical techniques to identify trends, relationships, and anomalies.
- Integrate programme and portfolio information with enterprise data sources via approved mechanisms.
- Identify and address data‑quality, ownership, lineage, and governance issues.
- Use appropriate development practices, including source control and configuration management.
- Document data sources, models, transformations, and operating procedures.
- Conduct user testing and iteratively improve solutions based on feedback.
- Present analytical findings and decision implications to stakeholders.
- Support the transition of prototypes and data products to enduring platforms.
Required Qualifications
- Bachelor’s degree in Data Science, Computer Science, Information Systems, Engineering, Operations Research, Statistics, Applied Mathematics, or a related field; or a minimum of five years of directly relevant professional experience.
- End‑to‑End Solution Delivery: recent experience developing operational data or analytical solutions from requirement identification through operational use, with at least twelve months of hands‑on technical delivery within the last twenty‑four months.
- Data Integration and Engineering: minimum three years (within the last five years) in data integration or engineering using relational databases, ETL/ELT, APIs, or data pipelines, with hands‑on experience in the last twenty‑four months.
- SQL and Analytical Programming: minimum two years (within the last five years) using SQL and at least one analytical programming language (e.g., Python, R, Scala, SAS, MATLAB).
- Digital Data Collection: experience within the last five years designing or developing at least two structured digital data‑collection or workflow solutions.
- Business Intelligence and Decision Support: minimum three years (within the last five years) developing business intelligence products, dashboards, or other decision‑support products for an active business process.
- Data Modelling and Governance: hands‑on experience within the last five years applying data modelling, data quality, or data‑governance practices in an operational solution.
- Documentation and Transition: experience within the last five years documenting and transferring at least one data or analytical solution for continued operation by another team; use of source control or equivalent configuration management within the last three years.
- Requirements Elicitation: minimum two years (within the last five years) working with users or decision‑makers to identify information requirements and communicate findings.
