About the Role

This position is located in the Office of the Associate Director for Training Operations, Training Management Operations Directorate, Training Administration and Management Division at the Federal Law Enforcement Training Centers (FLETC) in Glynco, GA. As a Law Enforcement Program Specialist, you will play a key role in managing the analysis, design, development, implementation, evaluation, revision, and administration of basic and advanced law enforcement training programs throughout FLETC.

Responsibilities

• Facilitate and participate in the analysis, design, development, implementation, evaluation, revision, and administration of basic or advanced law enforcement training programs.
• Participate in the development of the programmatic budget for training programs.
• Coordinate and facilitate the Instructional Systems Design (ISD) process for basic or advanced law enforcement training.
• Determine training program objectives and identify related knowledge, skills, and abilities to achieve those objectives.
• Conduct and facilitate Curriculum Development Conferences (CDC) or Curriculum Review Conferences (CRC) for assigned training programs using the ISD process.
• Participate in the accreditation process, providing guidance for the accreditation of training programs, including curricula evaluation, instructional methods, training aids, and remedial training.
• Ensure training programs meet and maintain established standards.
• Maintain electronic records and files for the management of CDC and CRC results.
• Occasional travel may be required.
• Overtime, weekends, and federal holidays may be required.
• This position is Emergency Essential and required to sustain FLETC’s operations under all conditions.
• Subject to rotation to other programs and/or training sections to provide depth to FLETC’s instructor cadre.

Requirements

• Must be a U.S. citizen to apply for this position.
• Males born after 12/31/1959 must be registered for Selective Service.
• Must successfully pass a background investigation.
• Current and former federal employees within the General Schedule (GS) must meet time-in-grade requirements.
• This is a bargaining unit position covered under the National Treasury Employees Union (NTEU).
• Must possess and maintain a valid state-issued driver’s license to conduct official government business.
• Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
• Must set up direct deposit for payment.
• Must undergo pre-appointment and random drug testing for illegal drug use; employment is contingent upon favorable results.
• Must meet job-related medical and/or fitness standards; subject to initial and annual physical examinations measuring visual, hearing, and physical acuity.
• Must complete the initial online assessment and USA Hire assessment, if required.
• This position is eligible for situational-only telework based on agency policy.

Qualifications

Selective Placement Factor: To be considered for this position, you must:

• Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention, and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; OR
• Have held a federal civilian position in the 1801 occupational series.

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:

• Providing expertise in the planning, development, evaluation, and delivery of law enforcement training programs; OR
• Instructing, developing, and evaluating law enforcement training programs.

Time-in-Grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Documentation: Current or former Federal employees MUST submit a copy of their SF-50 Form showing competitive service appointment, tenure group, grade, and salary. If applying for a higher grade, provide the SF-50 showing the length of time in the current/highest grade. If you have promotion potential in your current position, provide proof. Employees applying with an interchange agreement must provide proof of their permanent appointment.
