Law Enforcement Specialist (General Training Instructor).

About the role

This position is located in the Core Operations Training Directorate (CTO), Office of Artesia Operations (OAO) at the Federal Law Enforcement Training Centers (FLETC). The primary purpose is to serve as a law enforcement instructor involved in planning and conducting classroom instruction, laboratory, and/or field instruction sessions as part of the training program.

Responsibilities

• Serve as an instructor in the Driver and Firearms Training Division, teaching topics such as:
  • Basic Marksmanship Fundamentals
  • Tactical Threat Engagements
  • Live Fire Cover Course
  • Non-Conventional Shooting Positions
  • Interactive Cover Course
  • Law Enforcement Encounters
  • Basic Crash Investigations
  • Law Enforcement Officer Driving Skills
• Conduct basic training classes for personnel and plan, coordinate, and execute field training and lab exercises.
• Monitor student progress, document results, and recommend remedial or corrective actions, including additional training or changes to procedures.
• Conduct research on emerging technology, practices, and techniques to enhance instructional knowledge and skills.

Requirements

• Must be a U.S. citizen.
• Males born after 12/31/1959 must be registered for Selective Service.
• Must successfully pass a background investigation.
• Must set up direct deposit for payment.
• Must possess and maintain a valid state-issued driver’s license for official government business.
• Must obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
• Must undergo pre-appointment and random drug testing for illegal drug use; employment is contingent upon favorable results.
• Must meet job-related medical and/or fitness standards, including an initial and annual physical examination assessing visual, hearing, and physical acuity.
• Subject to rotation to other programs/training sections to provide depth to FLETC’s instructor cadre.
• Position is subject to the Lautenberg Amendment: persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
• Must obtain and maintain First Aid, Cardiopulmonary Resuscitation (CPR), and Automated External Defibrillator (AED) certification within 12 months of employment.
• Overtime may be required; weekends and federal holidays may be required.
• This position is Emergency Essential and required to sustain FLETC’s operations under all conditions.

Qualifications

This position has a Selective Placement Factor (SPF). To be considered, you must:

• Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention, and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; OR
• Have held a federal civilian position in the 1801 occupational series.

GS-12 Grade Level: One year of specialized experience equivalent to the GS-11 grade level performing duties such as:

• Performing law enforcement duties involving firearms and driver training topics (e.g., Basic Marksmanship Fundamentals, Tactical Threat Engagements, Law Enforcement Encounters, Basic Crash Investigations).
• Instructing basic and advanced law enforcement training curriculum in firearms and driver training topics.

Substitution of education in lieu of specialized experience may not be used for this grade level.

GS-11 Grade Level: One of the following:

• One year of specialized experience equivalent to the GS-09 grade level performing law enforcement functions (e.g., enforcing laws, marksmanship, tactical threat engagements, driver training).
• One year of specialized experience equivalent to the GS-09 grade level instructing law enforcement training topics (e.g., marksmanship, tactical threat engagements, driver training).
• Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a relevant field.
• A combination of graduate-level education and specialized experience that equals 100% of the total requirement (only graduate education in excess of the first two years may be used).

Education

Education must be accredited by an institution recognized by the U.S. Department of Education. For foreign education, a Certificate of Foreign Equivalency must be provided to receive credit. Verification of accreditation can be done at the U.S. Department of Education website.

• Secondary Administrative Law Enforcement Officer retirement coverage is offered for this position.
• Transfer requirements for CSRS and FERS eligibility apply (e.g., continuous employment in a secondary position, completion of 3 years in a primary position for FERS).
• Federal retirees with law enforcement/investigative experience may be eligible for a dual-compensation waiver, allowing full salary with no offset to FERS annuity (though the FERS annuity supplement may still be reduced).
