About the role

The County of Ventura offers an attractive compensation and benefits package that includes:

  • General salary increases of 3.5%, effective December 20, 2026, and 3.5% effective December 19, 2027.
  • Educational Incentive for completion of: 2.5% for an associate's degree, 3.5% for a bachelor's degree, or 5% for a graduate degree.
  • Annuity Leave Redemption: The option to cash out up to 100 hours of total 208 hours of Annual Leave accrued per year.
  • A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service.
  • Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.
  • Health Plans: You are afforded a flexible credit allowance of up to $26,626.86 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
  • Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.
  • Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS.
  • Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
  • Holidays: 13 paid days per year which includes a scheduled floating holiday.

Responsibilities

Reviews departmental requests and inquiries related to contract negotiations and meet and confer matters to advise on steps necessary for disposition.
Provides specialist labor relations services including salary and benefit data analysis; participation in negotiations with recognized employee organizations; drafting contract language, proposals, and issuing or responding to unions notices, and completion of special studies and reports relation to.
Consults with departments regarding use of appropriate personnel policies and procedures.
Assists with the completion of classification salary studies and develops recommendations.
Performs related work as required.

Qualifications

Education/Experience:

  • Personnel Analyst I: Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities can be met by some experience in labor relations working for a large public or private employer.
  • Personnel Analyst II: Considerable experience in labor relations in a collective bargaining environment which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can also be obtained by progressively responsible experience as a specialist providing highly specialized labor relations services.

Necessary Special Requirements

Demonstrated ability to present recommendations in written and oral form to a variety of individuals and groups.
This position requires occasional travel to various work sites throughout Ventura County. Therefore, incumbent must possess at the time of appointment, and maintain thereafter, a valid California driver license.
Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
Must be able to exercise sound judgment and make effective decisions.

Knowledge, Skills, and Abilities

Some (Personnel Analyst I) to thorough (Personnel Analyst II) knowledge of:
Recruitment and selection, wage and salary.
Familiarity with Meyers-Milias-Brown Act (MMBA), Public Employment Relations Board (PERB) and meet and confer process.
Labor relations in civil service, public sector work environment and related rulings/laws, such as Weingarten, Lubey, Lybarger/Spielbauer, Skelly, MMBA, etc.
Merit public personnel programs.
Ventura County Personnel Rules & Regulations.

Communication and Collaboration

Working (Personnel Analyst I) to thorough (Personnel Analyst II) knowledge of:
Be responsible for multiple projects simultaneously.
Prepare and present recommendations in written and oral form to a variety of individuals and groups.

Background Investigation

A thorough pre-employment, post-offer background investigation, which may include inquiry into past employment, education, criminal background information, and driving record, will be required for this position.
