Responsibilities
- Review certified payroll records and supporting documentation for compliance with California prevailing wage requirements, DIR regulations, apprenticeship standards, union agreements and project-specific labor compliance requirements.
- Track, investigate and resolve missing certified payroll records and supporting documentation to ensure project compliance.
- Monitor subcontractor labor compliance status and identify compliance deficiencies that may impact payment processing.
- Review project documents to identify labor compliance requirements and support project setup.
- Aid in labor compliance onboarding for new projects and subcontractors, ensuring all required documentation is received and reviewed before work commencement.
- Participate in training, industry education, and pre-construction meetings as needed.
- Prepare, analyze, and reconcile labor compliance reports, payroll data, and project compliance metrics using Excel and compliance software systems.
- Prepare for and support labor compliance audits and investigations.
- Investigate, resolve, and escalate complex or high-risk compliance concerns to management and recommend corrective actions.
- Support resolution of labor compliance issues to maintain project compliance and minimize risk.
- Communicate labor compliance obligations and reporting requirements to subcontractors and vendors.
- Serve as a labor compliance resource for subcontractors, vendors, and internal project teams by communicating requirements and providing guidance.
Requirements
- 3+ years of experience in the construction industry in labor compliance, contract administration, project administration, subcontract administration, payroll administration, or related roles.
- Knowledge of prevailing wage laws and willingness to stay current with changing regulations.
- Experience with public works projects, prevailing wage requirements, labor compliance, certified payroll, or union payroll is a plus.
- Experience reviewing contracts, project specifications, bid documents, or compliance-related construction documentation is also a plus.
- Strong verbal and written communication skills.
- Able to communicate with internal and external personnel of all levels.
- Proficient in Microsoft Office, including advanced Excel skills.
- Able to learn new systems and processes.
