Position Overview
The Labor Compliance Manager reports to the Vice President of Human Resources and is responsible for labor compliance, including prevailing wage and certified payroll, across GrayMar’s national footprint.
Key Responsibilities
- Certified Payroll and Prevailing Wage Compliance
- Provide direct oversight of day-to-day operations as they pertain to environmentally certified payroll reporting, including Davis-Bacon Act, State/County/City Prevailing Wage, Apprenticeship, and workforce requirements.
- Maintain compliance with applicable laws and regulations.
- Communicate regulatory changes and new wage determinations.
- Research and document prevailing wage requirements.
- Monitor wage determinations for modifications or escalation clauses.
- Identify correct craft classifications and submit conformance requests when required classifications are absent.
- Clearly communicate overtime trigger requirements and fringe benefit credit rules.
- Compile and review documents for third-party and government reviews.
- Manage compliance monitoring software.
- Track audit findings and ensure required corrective actions are processed accurately.
- Ensure subcontractor certified payroll submissions are complete and compliant.
- Verify fringe benefit compliance and ensure proper documentation.
- Coordinate pre-construction labor compliance meetings.
- Maintain certified payroll records and related project labor records.
- Support or facilitate worker wage rate interviews.
- Apprenticeship Compliance
- Confirm apprenticeship training contributions and/or California DAS approval on applicable California public works projects.
- Calculate required apprenticeship utilization ratios and report status to Payroll and Project Management.
- Prepare and submit apprenticeship exemption requests.
- Training and Team Management
- Develop and deliver prevailing wage training.
- Train Payroll staff on jurisdiction-specific wage rates and certified payroll reporting.
- Assist in onboarding and training managers on certified payroll processes.
- Manage and schedule labor compliance training classes and seminars.
- Ensure team member deadlines and commitments are met.
- Provide feedback on employee work performance and recommend resources.
- Create and maintain strong working relationships with internal stakeholders.
- Multi-Employer and Staffing Agency Arrangements
- Identify joint venture, labor broker, or staffing agency arrangements.
- Determine prevailing wage obligations and reporting responsibilities for each party.
- Ensure staffing agencies comply with prevailing wage requirements.
- Verify debarment and suspension status of subcontractors and vendors.
- Coordinate with legal counsel on ambiguous compliance obligations.
Required Skills/Abilities
- Thorough knowledge of the Davis-Bacon Act and Related Acts (DBRA), CWHSSA, and Copeland Anti-Kickback Act requirements.
- Familiarity with California prevailing wage law and DIR/DLSE enforcement procedures.
- Strong analytical and research skills.
- Excellent written communication skills.
- Proficiency in Microsoft Office and payroll systems.
- Strong interpersonal and relationship management skills.
- Demonstrated ability to manage multiple compliance deadlines.
Education and Experience
- Bachelor’s degree in Business Administration, Legal Studies, Human Resources, Construction Management, or a related field.
- Minimum 5 years of experience in payroll, prevailing wage compliance, certified payroll administration, or compliance management on public works projects.
- Experience managing or supervising a compliance team.
- Experience with LCPtracker, eCPR, or equivalent compliance monitoring software.
- Prior experience in environmental services, construction, hazardous waste management, or related fields.
