At the headquarters of the regional Health and Welfare directorate, the final agreement was signed between the Umbria Region and healthcare sector trade unions (Cisl fp, Fials, Nursind, Nursing up) for the provision of the new Emergency Room allowance. The agreement results from constructive regional negotiations implementing the new national contract (CCNL 2022–2024) and marks a decisive turning point in the economic recognition of healthcare personnel working in emergency-urgency settings.

  • Total allocation for Umbria Region: approximately €4.1 million in 2025, exceeding €4.7 million annually starting in 2026
  • For the first time, the allowance is differentiated by professional profile
  • Significant back-payments for 2023, 2024, and 2025
  • New monthly advance payment amounts effective from this year

Eligible personnel and settings

The measure applies to healthcare sector personnel assigned to Emergency Room services (Level I and II DEA and base hospitals). The agreement also extends benefits to those working in similarly challenging conditions, including:

  • 118 emergency operations center and ambulance posts
  • Air rescue (helicopter emergency services)
  • Specialist Emergency Rooms in Obstetrics and Gynecology at Perugia and Terni hospital companies
  • Pediatrics Emergency Room at Perugia hospital company
  • Radiology services dedicated to emergencies at both regional hospital companies

Together with the trade unions, whom I thank for their commitment and collaboration, we have unlocked fundamental resources that will go directly to those who, with sacrifice and dedication, guarantee citizens the right to health in emergency situations. This is a concrete, not merely symbolic, recognition that places value on the diverse professionals who make up the 'front line' of our hospitals."
