L&I Self-Insurance Policy Operations Manager
About the role
The Department of Labor & Industries is seeking a Policy Operations Manager to lead the strategic and legislative engine of our Self-Insurance Program. The ideal candidate will develop policy, guide legislative strategy, and oversee various teams.
Responsibilities
- Develops policy for executive management and implements change management best practices.
- Manages the penalty adjudication and billing disputes team, ensuring statutory requirements are met.
- Supervises the presumptive coverage claims team, including handling Radiological Hazardous Waste and PTSD claims.
- Oversees the Management Analyst group, ensuring employers and third-party administrators adhere to their duty of good faith to Washington's workers.
- Serves as the point of contact for the Special Insuring Agreement with the federal Department of Energy and liaises with the Hanford Workforce Engagement Center.
- Sets clear expectations for work quality and provides necessary tools and training.
- Manages the legislative strategy for the program, including policy review, legislative and rule analysis, and implementation of changes.
Requirements
Required:
- A bachelor's degree or equivalent combination of education and experience.
- Two (2) years of project or program management experience in a leadership role.
- Four (4) years of experience with workers' or crime victims' compensation claims within the State of Washington.
- Four (4) years of experience in training external customers, including giving presentations to both small and large audiences.
- Knowledge and experience with change management, project management, and operational management.
Qualifications
- Preferred: Professional certifications in change management and project management.
- Working knowledge of federal and state law relative to workers' compensation.
- Working knowledge of the Washington State legislative and rule-making processes.
- Demonstrated ability to manage for results.
- Excellent communication skills, both written and verbal.
- Effective people management skills, including setting and clarifying expectations and providing feedback and coaching.
- Skilled in using personal computers and software such as MS Word, Excel, and L&I related software.
Skills
Technical expertise in developing policy, strong project management skills, and operational management experience are essential.

Pay
The target pay range for this position is $88,632 - $126,276 annually. The full pay range for this WMS Band is $72,420 - $132,924 annually.
Schedule
The assigned duty station for this position is Tumwater, Washington. Telework is permitted full time, part time, or on occasion, depending on business needs and supervisor approval.
