About the role

As a Revenue Agent 2, you will assist individuals and businesses while ensuring compliance and contributing to the economic well-being and safety of Washington. This position is responsible for collecting debts owed to L&I in a professional and considerate manner, ensuring just and equal handling for individuals and businesses while maintaining the solvency of the Homeowner Recovery Fund.

This role supports the agency’s strategic goals: "Make it easy to do business with L&I" and "Help honest workers, businesses, and providers by cracking down on the dishonest ones."

Responsibilities

  • Enforce Homeowner Recovery claims, investigate, and issue appropriate legal documents once a judgment has been assigned to the agency.
  • Contact delinquent contractors, including those out of state, to determine debt liability and enforce collections.
  • Issue legal documents and initiate legal actions, such as bank levies and wage garnishments.
  • Independently represent the agency in negotiating payment agreements based on detailed financial analysis and verification.
  • Locate individuals and assets using professional skip tracing methods, including field investigations, database searches, credit reports, and third-party contacts.
  • Write clear explanations of laws and rules; prepare official decision letters, policy documents, manuals, and department orders.
  • Provide timely responses to customer inquiries and coordinate collection actions with other Revenue Agents.
  • Utilize systems such as DOL, DOR, ESD, Google Search, SAW, Orion, and internal databases to gather information for collections.
  • Collaborate with Contractor Compliance staff to clarify complaints and respond to inquiries from contractors.
  • Manage a caseload of collection assignments in ARC and update agency databases with current employer and debtor information.
  • Analyze employer and account information for potential fraudulent activity or criminal behavior.
  • Collaborate with internal/external compliance groups and make referrals through the Referral Tracking System.
  • Provide expert testimony in legal/administrative hearings and court relating to collection assignments.
  • Document all actions and interactions in ARC; participate in staff meetings, work committees, and training.
  • Work on special projects as assigned.

Requirements

  • One (1) year of experience as a Revenue Agent 1, or a bachelor’s degree in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or a closely related field, and one (1) year of experience in personal or corporate finance, law enforcement, adjustment of claims, collection of civil debts, or a directly related field.
  • Valid unrestricted driver’s license.
  • Ability to take action to learn and grow, and to meet the needs of others (equity competencies).

Desired Knowledge

  • Applicable Revised Codes of Washington (RCW) and Washington Administrative Codes (WAC).
  • Federal and state laws, regulations, policies, and procedures related to revenue agent duties.
  • Decisions affecting the legal collection of funds and due process of law.
  • General investigative techniques and community property laws.

Schedule

This position is flexible/hybrid, requiring 1-2 days in the office per week at minimum. Regular office attendance may be required more frequently for training, meetings, or onboarding. The role may be stationed at any L&I office in Washington State.
