Compensation Details:

• Industrial Hygienists and Safety & Health Professionals will receive base salary plus 10% for each hour they use personal protective equipment (excluding hard hats, boots, hearing, and eye protection) to enter hazardous worksites for consulting, inspecting, or investigating serious hazards.
• If assigned to a duty station in King County, a 5% premium pay is added to the base salary.
• Bilingual employees (after passing a fluency assessment) receive a 5% pay increase for bilingual responsibilities.

All required Personal Protective Equipment (PPE) for this position will be provided by L&I DOSH as specified in WAC 296-800-16020.

About the Role

L&I’s Division of Occupational Safety & Health (DOSH) is seeking an experienced Process Safety Management Supervisor to lead a team of expert Compliance Safety & Health Investigators overseeing inspections at Washington's most complex and high-hazard industrial facilities. In this leadership role, you'll protect Washington's workforce by fostering safe and healthy workplaces through enforcement, consultation, education, incident investigations, and collaborative partnerships with employers and employees. You'll provide leadership during investigations involving catastrophic incidents, chemical releases, refinery operations, and highly hazardous chemical processes. Your expertise will shape statewide enforcement efforts while mentoring the next generation of safety professionals.

Teleworking is permitted occasionally, dependent on business needs and supervisor approval. The assigned duty station can be at any L&I office location statewide.

Responsibilities

• Lead and develop a team of Process Safety Management investigators performing complex compliance inspections and accident investigations.
• Conduct inspections/investigations at large commercial or industrial construction sites, refineries, and chemical manufacturers during maintenance “shut-down” periods, including High Hazard Facility (HHF) inspections to evaluate compliance with RCW 49.80.
• Conduct inspections/investigations at Process Safety Management (PSM) facilities where highly flammable, corrosive, reactive, or toxic chemicals are stored in quantities at or above the threshold listed in WAC 296-67.
• Direct responses to fatalities, catastrophic incidents, chemical releases, and other high-profile workplace events.
• Accompany investigators as well as conduct independent investigations.
• Coach, mentor, train, and evaluate investigators while promoting consistency, quality, and technical excellence.
• Review inspection reports, investigations, and enforcement actions to ensure legal and technical accuracy.
• Collaborate with engineers, attorneys, emergency responders, industry representatives, federal agencies, and other regulatory partners.
• Help shape statewide inspection strategies, workload planning, and continuous improvement initiatives.
• Serve as a technical resource on Washington's Process Safety Management regulations and enforcement.

Driving is an essential function of this position. The incumbent must travel between worksites using a state-issued vehicle, motor pool vehicle, or personally owned vehicle (POV), with reimbursement for POV use at the current state mileage rate. This role combines office work with regular field responsibilities, requiring the ability to safely navigate manufacturing facilities with metal stairways, catwalks, ladders, and uneven terrain, as well as work outdoors in varying weather conditions using appropriate protective gear.

Schedule

• Travel throughout the state with occasional overnight travel.
• Respond to fatalities, catastrophes, and other urgent incidents that may occur outside normal business hours.
• Occasionally work evenings, weekends, or extended hours to support critical investigations and operational needs.

Requirements

Qualifications

Required:

• 1 year of supervisory or leadership experience.
• A valid and unrestricted driver's license.
• The ability to take action to learn and grow.
• The ability to take action to meet the needs of others.

And one of the following:

• Six years’ experience as a DOSH Compliance Industrial Safety and Health Investigator, at the CISHI 3 or 4 level or equivalent experience as a Federal OSHA or other state plan journey-level safety and health specialist or industrial hygienist, with at least one of those years working on Process Safety Management inspections/investigations.
• Seven years of full-time experience as an employer’s safety director or manager, industrial hygienist, or safety and health specialist at facilities with PSM-covered processes, ensuring compliance with WAC 296-67 or equivalent OSHA or state-plan regulations.

Qualifying experience is defined as experience conducting independent WISHA or OSHA safety and health inspections, investigating accidents, and writing technical reports as a Safety & Health Officer, Consultant, Inspector, or equivalent regulatory experience.

Desired:

• Professional certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Marine Chemist (CMC).
