About the role

The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for New York City. The Traffic Engineering & Planning (TEP) unit within TPM conducts, reviews, and approves transportation engineering and planning studies, analyses, and methodologies.

TEP seeks an ambitious and motivated candidate to serve as Junior Project Analyst, working with a multi-disciplinary team on designing and implementing complex transportation planning, safety, and engineering projects. The candidate will review and/or conduct traffic, bus, and pedestrian analyses to inform projects, assist in the collection and analysis of transportation data, and review Synchro and/or SimTraffic models using pavement marking plans, signal timing plans, and traffic/pedestrian data.

Responsibilities

• Review and prepare Synchro and/or SimTraffic models, ensuring proper calibration to reflect observed field conditions in accordance with NYC DOT’s calibration guidelines.
• Assist in the review of environmental studies under CEQR/SEQR/NEPA processes using the analytical procedures presented in the CEQR Technical Manual.
• Conduct traffic operation and safety studies following NYC DOT’s supplemental guidance on level-of-service analyses for signalized/unsignalized intersections and pedestrian elements using tools such as Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA, and other traffic simulation models (e.g., VISSIM, Aimsun).
• Develop and test improvement measures to ameliorate congestion, improve mobility, and enhance safety for all street users.
• Perform engineering reviews of schematic geometric designs and Design Approval Document/Preliminary Design Investigation reports for capital reconstruction projects using the NYSDOT Project Development Manual, Highway Design Manual, Transportation Environmental Manual, and Local Projects Manual.
• Assist senior staff in organizing and preparing written reports and graphic materials for presentations, participate in technical and advisory committee meetings, and interact with other agency representatives on department studies and projects.
• Work both independently and collaboratively as part of a team, primarily in the office, with occasional field work.

Requirements

• A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or
• A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
• Valid NYS Driver's License.

Preferred Skills

• Proficiency with HCS, Synchro/SimTraffic, SIDRA, AutoCAD, AutoTurn, and traffic simulation models (e.g., VISSIM, Aimsun).
• Knowledge of transportation engineering/planning principles and traffic/transportation impact studies conducted for environmental review purposes.
• Familiarity with the Highway Capacity Manual (HCM), MUTCD, AASHTO “Green Book,” CEQR Technical Manual, NYSDOT Project Development Manual, Highway Design Manual, Transportation Environmental Manual, and Local Projects Manual.
• Excellent writing and oral presentation skills.

Pay

$66,330.00 – $99,528.00 per year.

Schedule

35 hours per week.

New hires must reside in NYC for the first two years of employment. Appointments are subject to OMB approval. This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
