Junior Pricing and Scheduling Analyst

Responsibilities

Cost Estimating

• Provide cost estimates for NASA RFPs for fixed price Task Orders (TOs) across various contract Methods of Implementation (MOIs), including Indefinite-Delivery, Indefinite-Quantity (IDIQ), NASA direct, Simplified Acquisition of Base Engineer Requirements (SABER), Small Task Order Construction Contract (STOCC), Blanket Purchase Agreement (BPA), and other Government-managed institutional contracts.
• Prepare cost estimates in accordance with KSC-SPEC-G-0002, Specification for Compiling Construction Cost Estimates.
• Provide Fact Sheets initiating Change Orders that document the description, reason for change, and cost and schedule impact to the project as necessary. For changes exceeding $150K, use the Technical Evaluation Report Template and guidance in the Technical Evaluation of Sole Source Contractor Proposals Guide.
• Use the most current R.S. Means database for line items of each individual construction task in preparation of cost estimates. Select line items that most accurately represent the work in a fixed price TO scope. If an item is not included in R.S. Means CostWorks, treat it as a Non-Price Item (NPI) and separately identify and price all NPIs using appropriate wage rates.
• Maintain proficiency in the most current Unit Price Book (UPB) by RSMeans CostWorks, including publications such as Assemblies and Cost Data, Building Construction Cost Data, Concrete and Masonry Cost Data, Electrical Cost Data, Heavy Construction Cost Data, Interior Cost Data, Mechanical Cost Data, Plumbing Cost Data, Site Work & Landscape Cost Data, Square Foot Costs, Commercial Renovation Cost Data, Facilities Construction Cost Data, and Facilities Maintenance & Repair Cost Data.
• Base estimates on quantities of individual work elements; knowledge of associated nonpriced tasks and items; performance times; and design sketches and submittals.
• Review and prepare detailed cost estimates for budgeting and all phases of project execution (e.g., pre-design, design, procurement, construction, and closeout).
• Assist the Government in preparing for negotiations of approved changes, new work modifications, claims, dispute resolution, and final decision-making by the Contracting Officer (CO).
• Provide analyses to determine why individual project bids may have varied from the estimated cost.
• Develop budget estimates using all relevant standards, policies, and site conditions.
• Perform cost estimating data collection, processing, visualization, and presentation tasks.

Critical Path Method Schedule Analyst Services

• Assist the Government with oversight of the overall project schedule on various concurrent projects during all phases of project execution (e.g., pre-design, design, procurement, construction, and closeout).
• Perform overall project schedule template development and maintenance/updating in coordination with the Government project management team.
• Assist the Government with general construction contractor progress review and evaluation.
• Serve as a schedule integrator to assist with the coordination of schedules on multiple colocated or related projects.
• Participate in Cost Schedule Risk Analysis (CSRA) process as necessary during the planning and design development phases. Maintain proficiency in CSRA processes and software.
• Support the Government in associated software licensing renewal and purchasing efforts.
• Provide management with feedback (continual and as requested) to ensure consistency in process and execution across various concurrent projects.
• Review the scope of individual construction projects and assist in determining reasonable construction duration (Period of Performance).
• During the project pre-construction phase:
  • Participate in contract pre-award meetings.
  • Review the preliminary schedule and cost loading provided by the construction contractor to ensure compliance with contract requirements.
  • Review the schedule and Schedule of Values (SOV) and provide a detailed summary of findings, identifying key deficiencies.
  • Review subsequent schedules and SOVs to verify identified deficiencies were corrected.
• During the project construction phase:
  • Identify risks associated with the government administration of the contract and potential impacts to construction implementation.
  • Perform recurrent and ongoing schedule and SOV review.
  • Collaborate with the project construction management team on identifying any required updates by the construction contractor.
  • Assist the Government in assessing actual field percentage completion for purposes of payment to the construction contractor.
  • Identify any impacts or shifts to the critical path during the construction phase and perform resequencing of activities, including activities behind schedule and any modifications to the schedule that do not adhere to contract requirements.
  • Provide the Government with a Schedule Performance Index (SPI) and Cost Performance Index (CPI) on a regular (e.g., monthly) basis.
  • Perform review of change orders, provide schedule impact estimates, and recommend implementation methods to eliminate or minimize schedule impacts.
