Amyx is seeking a Junior Contract Analyst to support our Defense Health Agency (DHA) Team. The DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, providing medical services and support to 9.6 million eligible beneficiaries through contracted health care networks and military treatment facilities.

About the role

The Contracting Division supports compliant pre- and post-award documentation and contractual documents in accordance with the Federal Acquisition Regulation (FAR), the Department of Defense Federal Acquisition Regulation Supplement (DFARS), DHA, and DoD supplements, policy guidance directives, and instructions.

Responsibilities

  • Assist in planning and executing pre-award activities, including:
    • Publicizing the proposed procurement
    • Preparing solicitations
    • Responding to pre-award inquiries
    • Conducting pre-proposal conferences
    • Amending or canceling the solicitation
  • Review and assist in determining if negotiated procedures will be used to select vendors.
  • Conduct activities related to the evaluation of quotations, including:
    • Receiving and processing quotations
    • Identifying and resolving mistakes in quotations
    • Conducting price analysis
    • Determining completeness
  • Assist in evaluating vendor proposals in accordance with statute, regulation, policy, and the Source Selection Plan.
  • Assist in contract award activities, including:
    • Determining contractor responsibility
    • Preparing award documentation
    • Issuing the award
    • Processing debriefing requests
    • Responding to protests
  • Review issues to achieve a clear and mutual understanding of contract requirements and resolve potential problems.
  • Assist in planning and conducting post-award orientation to address potential or actual issues affecting contract performance.
  • Assist in performing quality assurance and administration of contracts by:
    • Monitoring and assessing contractor performance
    • Communicating, negotiating, and addressing issues during contract performance
  • Assist in collecting, reviewing, and assessing payment-related information, including:
    • Determining the allowability of costs
    • Performing adjustments
    • Evaluating accounting and estimating systems
    • Authorizing invoice payment
  • Review and assess the need to modify contracts to protect the rights of all parties.
  • Provide input on the type of contract modification best suited for the acquisition situation.
  • Review and assess whether terminating a contract is in the best interest of the Government.
  • Assist in determining the method for contract termination and carry it out in accordance with applicable statute and regulation.
  • Verify contract file completeness and close out the contract file.

Requirements

  • A 4-year bachelor’s degree with a major in any field, supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization.
  • 2 years of experience as a Federal government and/or contractor employee in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst.
  • Knowledge of contracting principles, laws, regulations, and procedures.
  • Knowledge of fact-finding, analysis, and resolution methods for complex problems, with the ability to develop actionable plans.
  • Familiarity with price and cost analysis principles.
  • Excellent written and oral communication skills.
  • Proficiency in MS Office Products, MS Project, and Adobe Acrobat.

Desired Qualifications

  • Knowledge of Federal and DoD acquisition procedures.
  • Contract writing system PD2 experience (preferable but not required).
  • Knowledge of the Federal Acquisition Regulations (FAR), processes, and policies.

Physical Demands

  • Ability to sit at a workstation for extended periods.
  • Use of hands to handle objects, tools, or controls; reach with hands and arms; talk and hear.
  • Work on desktop or laptop computers for extended periods, including reading, reviewing, analyzing information, and producing written reports.
  • Effectively communicate verbally and in writing.
  • Occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds.
  • Regular and predictable attendance is essential.
