Duration: 12-month base period with three 12-month option periods. Work location: primarily remote; designated key personnel must be able to report onsite at 5900 Capital Gateway Drive, Camp Springs, MD 20588 within four (4) hours of a COR request.

About the Role

The Journeyman Project Manager oversees the successful execution of a strategic communications, outreach, and multimedia services contract supporting the U.S. Citizenship and Immigration Services (USCIS), Verification Division (VER). This role serves as the primary point of contact between the contractor and the Government, ensuring all contract requirements are delivered on time, within scope, and in accordance with quality standards.

Responsibilities

  • Serve as the primary point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Program Manager.
  • Manage all work performed under the contract, including project planning, staffing, scheduling, and execution.
  • Schedule and support the contract kickoff meeting.
  • Develop and maintain the Project Management Plan and Quality Control Plan.
  • Conduct regularly scheduled weekly meetings with Government stakeholders; prepare agendas and minutes.
  • Prepare monthly contract status reports.
  • Monitor contract performance, schedules, milestones, and deliverables.
  • Coordinate issue resolution and risk mitigation activities.
  • Ensure deliverables meet quality standards and established timelines.
  • Supervise contractor personnel and coordinate work assignments.
  • Maintain effective communication with Government leadership and stakeholders.
  • Ensure compliance with DHS, USCIS, security, and contractual requirements.
  • Perform additional duties necessary to support successful contract performance.

Requirements

  • Must be a U.S. Citizen and eligible to obtain a favorable DHS/USCIS Entry on Duty (EOD) determination.
  • Bachelor’s degree.
  • 5+ years of relevant experience managing federal government contracts involving the planning, development, and implementation of outreach communications campaigns and services.
  • Sufficient organizational and technical ability to commit resources necessary for campaign development, communications products and services, and contract deliverables.
  • Strong written, verbal, organizational, leadership, and stakeholder management skills.
  • Must be able to report to USCIS Headquarters in Camp Springs, MD within four (4) hours when requested by the COR.
