Copperhead Technologies, an operating firm of Command Holdings, is seeking a Joint Training Requirements Specialist (Journeyman) to support the National Guard Bureau’s Joint Doctrine, Training & Force Development Directorate (NGB-J37) under a non-personal services contract.

About the Role

The Joint Training Requirements Specialist (Journeyman) will provide subject matter expertise to support the 54 States and Territories, JFHQ Staff, and other National Guard (NG) organizations for domestic operations. The role involves ensuring joint training readiness through systems such as the Joint Training System (JTS), Joint Training Tool (JTT), Joint Exercise Life Cycle (JELC), Joint Lessons Learned Information System (JLLIS), and Defense Readiness Reporting System (DRRS).

Responsibilities

  • Conduct JFHQ-State support visits to provide joint training services, prepare and conduct workshops, and develop training to enhance joint training readiness.
  • Serve as an Observer, Controller, Trainer (OC/T) during exercises or training events as requested by JFHQ-State, territory, or NGB.
  • Attend state or territory-hosted training exercises or events when approved, notifying the COR immediately of any inability to attend.
  • Provide detailed trip reports and an Executive Summary (EXSUM) within three business days of completing a training event or trip.
  • Conduct support visits with states and territories, either on-site or via teleconferences or Video Teleconferences (VTC), as directed by the J-37 COR/Branch Chief.
  • Train JFHQs-State/territory to improve and enhance their Joint/Agency Mission Essential Task Lists (J/AMETL), Subordinate Task Lists, and Joint Training Plans (JTP).
  • Assist in developing J/AMETLs, which are state/territory-specific tasks based on JFHQ Commander’s assessment.
  • Review JTPs for subordinate organizations to ensure alignment with the JFHQ Commander’s/Director’s plans and provide expert advice in drafting JTPs.
  • Use the JTS and JELC process to support the 54 JFHQs-States/territories in designing, planning, preparing, executing, and evaluating joint training events (average of 15 events).
  • Create and present briefings with appropriate graphics for conferences, working groups, and meetings addressing Training Transformation, Joint Operational Framework readiness, and the Joint Training System, submitted for review five business days prior to distribution or presentation.
  • Conduct support visits as directed by the J-37 COR/Branch Chief, with prioritization guidance provided by the Government and approval required prior to committing to any visits.

Requirements

  • Current, active Secret security clearance.
  • 3+ years of Joint Training experience.
  • Thorough knowledge of the Joint Training System and Joint Doctrine.
  • Direct experience in a National Guard, staff, or headquarters role.
  • Expert knowledge of the National Guard Bureau, Guard missions, and subordinate organizations.
  • Demonstrated expertise in operational planning and executing combined and joint operations at the theater or force component level.
  • Ability to operate in a virtual environment (e.g., Microsoft Teams or similar tools).
  • Ability to work with limited daily guidance and supervision; advanced management and organizational skills.
  • Experience in JTIMS and/or JTT as an expert user, including the JMSEL Tool.
  • Direct experience in operational plans, contingency plans, and crisis action planning (unit or HQ level).
  • Expertise in oral and written communication, with outstanding influencing abilities and client focus.
  • Professional proficiency in English.
  • Proficiency in all Microsoft Office applications.
  • Ability to access federal facilities in compliance with Real ID requirements.
  • Must be currently authorized to work in the United States on a full-time basis; Copperhead Technologies will not sponsor work visas for this position.

Preferred Qualifications

  • Associate’s Degree.
  • 4 years of experience and demonstrated expertise in operational planning and executing combined and joint operations at the theater or force component level.

Work Environment

  • Moderate noise (e.g., business office with computers, phones, and printers) and/or occasional loud noise (e.g., airfield, large equipment).
  • Ability to sit at a computer terminal for extended periods.
  • Ability to work in confined areas.

Physical Demands

  • Ability to sit, stand, talk, and hear.
  • Frequent use of hands and fingers to operate a computer.
  • Ability to drive a motor vehicle in city, highway, and rural environments (CONUS and OCONUS).
  • Occasional lifting and/or moving up to 50 pounds.

Travel

11-20% occasional travel.

Pay

Expected salary range: $80,000–$90,000.
