About the Role
The Metropolitan Transportation Authority (MTA) is seeking an experienced Jira Platform Administrator to manage the health, governance, and enterprise-wide administration of its Jira environment. This role is responsible for maintaining global Jira configurations, workflows, permission schemes, custom fields, automation, and platform standards to ensure a secure, scalable, and consistent environment. The administrator will partner with Agile teams to support Scrum and Kanban practices while developing cross-project dashboards, executive reporting, and portfolio-level visibility into delivery progress, risks, dependencies, and team capacity.
Responsibilities
- Own the overall health, availability, performance, and ongoing administration of the enterprise Jira platform.
- Manage global Jira configurations, including workflows, issue types, custom fields, screens, schemes, and system settings.
- Establish and enforce enterprise governance, configuration standards, naming conventions, and platform best practices.
- Design and maintain permission schemes, roles, and access controls to protect sensitive information.
- Standardize Jira configurations across programs while supporting legitimate project-specific requirements.
- Configure and support Scrum and Kanban boards, backlogs, sprints, epics, releases, roadmaps, and dashboards.
- Enable portfolio-level reporting across multiple projects, programs, and Agile teams.
- Develop dashboards and reports that provide leadership with visibility into progress, risks, dependencies, capacity, and delivery performance.
- Partner with project administrators, Scrum Masters, Product Owners, program managers, and technical teams to improve Jira adoption.
- Troubleshoot platform, workflow, permission, automation, integration, and reporting issues.
- Control the creation and use of custom fields to prevent duplication and unnecessary platform complexity.
- Support Jira integrations with Confluence and other enterprise tools.
- Maintain platform documentation, administrative procedures, and user guidance.
- Evaluate enhancement requests and determine their impact on the broader Jira environment.
Requirements
- Strong hands-on experience administering Jira in a large, complex, or enterprise environment.
- Experience managing global Jira configurations rather than only individual projects.
- Advanced knowledge of workflows, permission schemes, issue-type schemes, screen schemes, custom fields, and automation.
- Experience establishing Jira governance and enterprise standards.
- Experience supporting Agile delivery using Scrum and Kanban methodologies.
- Experience developing cross-project dashboards, executive reporting, and portfolio-level visibility.
- Strong troubleshooting, documentation, and stakeholder-management skills.
- Ability to balance standardization, security, and governance with the operational needs of different business and technology teams.
Qualifications
- Experience with Jira Cloud or Jira Data Center in a large enterprise environment.
- Experience with Jira Plans/Advanced Roadmaps, Confluence, and Atlassian Marketplace applications.
- Experience integrating Jira with development, reporting, or IT service-management tools.
- Atlassian Jira Administrator certification.
- Previous experience supporting transportation, government, or other highly regulated organizations.
