About the role
Performs complex computer systems analysis and hands-on full-stack application development work for the CTO organization supporting enterprise modernization and AI innovation initiatives. Work involves coding, testing, implementing, integrating, enhancing, and maintaining modern web applications, reusable components, APIs, databases, cloud-ready services, AI-enabled application features, and agent-based capabilities. Serves as a hands-on full-stack developer responsible for building secure, accessible, reliable, and maintainable digital solutions that support legacy application modernization, business process automation, integration with enterprise systems, and responsible use of approved AI capabilities.
The position contributes to the development of AI-enabled tools, including agent-based applications that can interact with users, call approved APIs or tools, retrieve and summarize information, support workflow automation, and integrate with agency-approved AI platforms and enterprise systems under guidance from architects and senior technical staff. Collaborates with product owners, business stakeholders, architects, data, cloud, security, and program teams to translate business needs into practical technical solutions. Prepares technical documentation, participates in code reviews, supports code quality, troubleshoots application issues, and contributes to development standards and implementation practices. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Responsibilities
- Develops, enhances, and maintains modern full-stack web applications, reusable user interface components, services, and application features supporting enterprise modernization and AI innovation initiatives. Builds secure, accessible, responsive, and user-centered front-end solutions that integrate with APIs, databases, cloud services, and enterprise platforms. 35%
- Develops and maintains secure backend services, business logic, RESTful APIs, data access layers, and integration workflows connecting application front-ends with databases, cloud services, AI services, and enterprise systems. Supports modernization of legacy capabilities by implementing scalable, maintainable, and approved architecture patterns in collaboration with architects and senior technical staff. 25%
- Contributes to the development and support of AI-enabled and agent-based application capabilities, including chat-based interfaces, workflow agents, tool/API-calling features, retrieval-augmented generation patterns, prompt-enabled application features, and integrations with approved AI platforms. Implements solutions that are secure, auditable, reliable, and aligned with agency technology, data, and security standards under guidance from architects and senior technical staff. 20%
- Evaluates application performance, identifies and resolves front-end and backend issues, improves reliability, reduces latency, supports secure coding practices, performs testing, and assists with application troubleshooting across development and production environments. 10%
- Prepares technical documentation, system diagrams, API specifications, design notes, code documentation, and implementation guidance. Participates in code reviews, supports standards alignment, collaborates with architects and senior technical staff, and assists team members with integration and development tasks. 5%

Requirements
- Graduation from an accredited four-year college or university with major coursework in computer science, software engineering, information systems, or a related field. Experience may substitute for education on a year-for-year basis.
- 8+ years of experience with Java
- 4+ years of experience with front-end technologies like Angular, React, etc.
- API development experience
- Experience with cloud technologies like AWS, Azure, etc.

- Salary range: $7,015.16 - $11,250.00 per month

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual. Selected candidates must be legally authorized to work in the U.S. without sponsorship and willing to commute to the office on required days.
