About the role
The State of Texas Health and Human Services Commission HHSC is seeking a Java Developer (Programmer IV). This role supports critical applications within HHSC in an Agile (Scrum) environment. The position reports to the Manager of Manager of Application Development in Health and Human Services Commission Information Technology (HHSC IT).
Responsibilities
- Oversees the overall development of applications including system design, planning, production and customer support for software systems and solutions, existing production & development for new applications used both statewide and interagency.
- Drives design, delivery and integration for interfaces, system connectivity and batch processes for existing applications.
- Codifies, tests, and debugs computer programs.
- Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers.
- Implements specialized programs to support applications and defines the test processes to validate performance as well as stability.
- Coordinates with staff to develop and implement project plans that include schedules, staff assignments, analysis tasks and programming activities that include requirements gathering, gap analysis, design and delivery.
Requirements
- Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.
- Experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React).
- Experience in designing enterprise applications and services.
- Experience in leading enterprise Java development teams.
- Experience in applications development on J2EE platform.
- Experience with microservices architecture and RESTful API development.
- Experience in working on Spring Aspect Oriented Programming like transaction management and security.
- Experience with SQL including SQL and NoSQL databases.
- Experience with React or Angular UI Framework.
- Experience with PowerBI.
- Experience with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions.
- Experience in software development using Agile methodology (Scrum).
- Experience with Crystal Reports.
Qualifications
- Minimum of 5 years of experience in Object Oriented Programming (OOP) in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React).
- Minimum of 5 years of experience in designing enterprise applications and services.
- Minimum of 5 years of experience in leading enterprise Java development teams.
- Minimum of 5 years of experience in applications development on J2EE platform.

- Minimum of 5 years of experience with SQL including SQL and NoSQL databases.

- Minimum of 2 years of experience with PowerBI.

- Minimum of 3 years with in software development using Agile methodology (Scrum).
- Minimum of 2 years with Crystal Reports.
Skills
- Skilled in the assigning and/or supervision of the work being done by other development staff.
- Skilled in extensive complex problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications.
- Skilled in the facilitation of meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.
