ITS14 - Expert IT Business Analyst

About the role

This position serves as an expert IT business analyst for the Public Health applications within the MDHHS Public Health business area. The focus includes reviewing technical design documents, flow diagrams, mockups, prototypes, and detailed requirements for OpenShift React web applications such as the Michigan Disease Surveillance System (MDSS) and Michigan Care Improvement Registry (MCIR).

Responsibilities

• Coordinate and plan to expand systems to meet growing federal and state regulations and guidelines.
• Design, support, and maintain system interoperability to meet the growing demands of Michigan’s public health community.
• Provide a dynamic and holistic approach to maintaining an overall understanding of the complexity and interrelatedness of public health reporting environments.
• Work with internal and external customers including Michigan laboratories, local health services organizations, and local disease tracking organizations.

Requirements

• Education and Experience: Possession of a bachelor's degree with at least 21 semester (32 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
• Experience: Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11, or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Qualifications

• Associate's degree with 16 semester (24 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics, or equivalent.
• At least two years of experience as an application programmer, computer operator, or information technology technician, plus four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11, or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
• Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11, or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Skills

• Proficiency in tools like FIGMA, DevOps, MS Word, Visio, MS Office.
• Knowledge of OpenShift React web applications.
• Ability to understand and maintain complex public health reporting environments.

Benefits

Position Location/Remote Office: Lansing, MI. Hybrid work option with two days on-site and three days remote per week.

Pay

Sign-on bonus of up to $2,500, with $1,250 paid upon new hire and the remainder after the initial probationary period (12-month period).
