  • Lead preparation of feasibility studies and systems engineering documents, including Concepts of Operation, Requirements, Specifications, Systems Engineering Management Plans, Test Plans, and related materials.

  • Oversee the development of preliminary (30%) and detailed design documents (plans, specifications, estimates) for deploying traffic control equipment, communication devices/media (fiber optics, wireless), CCTVs, DMS, decision support systems, and ITS asset management plans.

  • Support ITS, Connected and Automated Vehicle (CAV), and TSMO (Transportation Systems Management and Operations) projects, focusing on institutional issue assessments, benefit-cost analyses, and planning studies.

  • Monitor project schedules, budgets, Client, and accounts receivable; prepare and submit invoices.

  • Develop comprehensive project management plans.

  • Establish project pricing, budgets, and schedules.

  • Ensure quality control through the development of project-specific quality plans.

  • Manage subconsultants, technical teams, and internal staff resources.

  • Capture and coordinate with Technology Group staff, Section Heads, Office Managers, and Practice Leaders.

  • Lead and manage teams through effective leadership and ongoing performance management (goal-setting, 1:1 meetings, coaching, and feedback).

  • Participate in client presentations and develop extra work order requests and task proposals for open-end contracts.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Familiarity with ITS technologies such as sensors, electronic displays, and traffic control equipment.

Bachelor's degree from an ABET-accredited engineering program.

Professional Engineer (PE) certification in your home state, with the ability to obtain reciprocity in other states as needed.

10+ years of experience in a relevant specialized discipline.

Strong experience working with clients at the county, state, MPO, and/or federal level.

Experience with standard design, task order, and design-build contracts.

Demonstrated expertise in the planning, systems engineering, design, and procurement of traffic management systems (e.g., traffic signal control, freeway management, toll systems, traveler information systems, SCADA).

Knowledge of the MUTCD, and NEMA, NTCIP, SAE, and IEEE standards for traffic and V2X communications.

Proficiency with Bentley MicroStation, AutoCAD, ProjectWise, Bluebeam, and Microsoft Project.

Project management and business development experience.

Strong presentation skills for both client and public-facing engagements.

Familiarity with the U.S. National ITS Architecture (ARC-IT) and related tools like RAD-IT and SET-IT.

Experience with Traffic Systems Management and Operations (TSMO) software, including adaptive signal systems, freeway management tools, and AI-powered applications.

Understanding of cloud-based and hybrid ITS system deployments.

PMP, PTOE, or INCOSE certification.

Active involvement in organizations such as ITS America, ITE, TRB, ASCE, and ACEC.

Office environment (95%): Primarily sedentary work with occasional standing and walking. Adequate lighting and temperature with no hazardous conditions.

Field work (occasional): Exposure to outdoor elements (heat/cold, wet/humid, dry/arid). May involve lifting up to 25 lbs as needed.
