About the role

This position is located at Camp H.M. Smith Marine Corps Base, HI, and is a full-time, permanent role in Information Technology Management (job series 2210). The position is eligible for ad-hoc/situational telework at management’s discretion and may require occasional travel. Relocation expenses may be reimbursed in accordance with agency policy.

Pay

Salary range: $101,091 - $131,422 per year (GS 12). A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. A relocation incentive may be authorized for eligible selectees.

Schedule

Full-time. The position may require working evenings, weekends, holidays, and overtime. The incumbent will be on-call outside normal working hours to resolve operational issues and may be required to work rotating shifts, especially during increased DEFCON levels, exercises, or periods of heightened tension.

Duties

  • Manage, install, maintain, and troubleshoot all infrastructure supporting voice, video, and data networks operated at the command.
  • Recommend cable assignments and notify leadership of areas where cable resources are limited.
  • Manage complex Information Technology projects, clarify customer requirements, and develop project documents.
  • Submit new circuit orders, verify available funding, and deactivate obsolete circuits.
  • Perform site surveys and develop cost estimates for infrastructure builds and updates to cable management documentation.
  • Serve as the command’s technical representative during emergencies, exercises, or heightened operational periods.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass E-Verify employment verification (new employees to the Department of the Navy).
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain a Top Secret (SCI) security clearance prior to entrance on duty. Failure to maintain clearance may result in withdrawal of a job offer or removal.
  • Must pass a pre-employment drug test (including marijuana) and be subject to random testing.
  • Must be removed from military recall status if alternatives for filling the position during an emergency are unavailable.
  • This is a Mission Essential position; the incumbent must ensure continuity of operations during emergencies.
  • This is a Cyberspace Workforce position (Network Operations Specialist, proficiency level advanced). The incumbent must obtain and maintain qualifications in DoDM 8140.03 and Department of Navy policies.

Qualifications

Experience must be IT-related and may include paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification). All applicants must demonstrate the following four competencies:

  • Attention to Detail: Thorough and conscientious in performing work.
  • Customer Service: Works with clients to assess needs, provide assistance, and resolve problems.
  • Oral Communication: Expresses information effectively, tailoring presentations to the audience.
  • Problem Solving: Identifies problems, evaluates information, and generates sound recommendations.

In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent private/public sector experience. Examples of specialized experience include:

  • Performing operational system configuration audits, identifying discrepancies, and updating system documentation.
  • Reviewing and editing system documentation.
  • Coordinating with cable TV providers to ensure timely service resolution.
  • Assisting in troubleshooting circuit outages.
  • Overseeing system upgrades and contract modifications.
