IT SPECIALIST (NETWORK)

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is classified as a Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

About the role

This position is located in the DISA OC/DISA GLOBAL OPS COMMAND - OPERATIONS DIV (SCOTT AFB) (ORG RN32). The role provides technical guidance, interpretation, and oversight of information security policies, processes, and practices to ensure the operability and security of networks and systems. It supports strategic planning, policy guidance, and decision-making while coordinating with cyber and non-cyber stakeholders to integrate policy into operational activities.

Responsibilities

• Provide technical guidance, interpretation, and implementation oversight of applicable information security policies, processes, and practices.
• Support decision-making through strategic planning and policy guidance.
• Coordinate with cyber and non-cyber stakeholders to integrate policy into operational and programmatic activities.
• Execute large-scale project management requiring technical expertise across a wide range of systems and applications.
• Develop, interpret, plan, and apply policy, process, procedure, and strategy in delivering multi-disciplined IT networking services.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• Requires a Top Secret/SCI security clearance; failure to maintain eligibility may result in termination.
• Position is subject to completing Foundational Qualifications in 9 months and Residential Qualification requirements in 12 months under the DoD 8140 policy series.
• This is a drug-testing designated position.
• This is a Mission Essential position; incumbents may be required to report to work or relocate during local/national emergencies.

Qualifications

To qualify for this GG-12 position, you must meet the following requirements:

• Attention to Detail: Experience reviewing IT-related work or data for accuracy, completeness, and consistency with standards.
• Customer Service: Experience maintaining customer relationships, assessing IT needs, and developing tailored solutions.
• Oral Communication: Experience briefing mid-level management and IT staff on system status, projects, or operations, including translating technical information for non-technical audiences.
• Problem Solving: Experience identifying solutions to complex IT issues by gathering and applying information from multiple sources.

Qualifying Experience: At least one year of experience demonstrating the following competencies:

• Developing and maintaining cybersecurity and network management plans, strategies, and policies.
• Expertise in network operations, cybersecurity incident management, IT project management, and integrating technical programs according to operational requirements.

All qualifications must be met within 30 days after the closing date of this announcement. There is no substitution of education for experience at the GG-12 grade level.

Pay

The salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006. Under certain circumstances, the authorized rate of pay may exceed the stated maximum salary range.

• This position is in the Excepted Service and does not confer eligibility for non-competitive conversion to the Competitive Service.
• A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
• Telework availability is based on mission requirements and supervisory determination.
