This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It is a mission-critical role supporting US Cyber Command, classified as Professional Work Category at the Full Performance level.

Responsibilities

  • Provides technical guidance, interpretation, and implementation oversight of information security policies, processes, and practices to ensure operability and security of networks and systems.
  • Supports decision-making through strategic planning and policy guidance.
  • Coordinates with cyber and non-cyber stakeholders to integrate policy into operational and programmatic activities.
  • Executes large-scale project management requiring technical expertise across a wide range of systems and applications.
  • Develops, interprets, plans, and applies policy, process, procedure, and strategy in the delivery of multi-disciplined IT networking services.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Requires a Top Secret/SCI security clearance; failure to maintain eligibility may result in termination.
  • Position is subject to DoD 8140 policy: must complete Foundational Qualifications in 9 months and Residential Qualification requirements in 12 months.
  • This is a drug-testing designated position; pre-appointment urinalysis for illegal drugs is required.
  • Designated as a Mission Essential position; may require reporting to work or relocation during local/national emergencies.

Qualifications

To qualify at the GG-12 level, you must meet the following:

  • Basic Requirements:
    • Attention to Detail: Experience reviewing IT-related work or data for accuracy, completeness, and consistency with standards.
    • Customer Service: Experience maintaining customer relationships, assessing IT needs, and developing tailored solutions.
    • Oral Communication: Experience briefing mid-level management and IT staff on system status, projects, or operations, including translating technical information for non-technical audiences.
    • Problem Solving: Experience identifying solutions to complex IT issues by gathering and applying information from multiple sources.
  • Qualifying Experience: At least one year of experience demonstrating the following competencies:
    • Developing and maintaining cybersecurity and network management plans, strategies, and policies.
    • Expertise in network operations, cybersecurity incident management, IT project management, and integrating technical programs to meet operational requirements.

Additional Information

  • This position is in the Excepted Service and does not confer eligibility for non-competitive conversion to the Competitive Service.
  • A three-year trial period may be required if you have not previously completed one in the excepted or competitive service.
  • Telework availability is mission-dependent and subject to supervisory approval.
  • Salary includes a Targeted Local Market Supplement (TLMS) per Section 1599f of Title 10 U.S.C. and DoD Instruction 1400.25, Volume 3006.
  • Moving costs and recruitment/relocation/retention incentives may be authorized.
  • Veterans' Preference applies to eligible candidates under Section 2108 of Title 5 U.S.C. and DoD Instruction 1400.25, Volume 3005.
  • Annuitants' eligibility is determined by DoD policy issued March 18, 2004.
  • This position is covered under DoD Manual 8140, subject to future Cyber Workforce requirements.
