This is a Direct Hire Authority (DHA) solicitation for a permanent position in the Electrical Engineering Section, Design Branch, Engineering Division of the Omaha District (NWO), U.S. Army Corps of Engineers (USACE). The role is based in Omaha, NE.

About the Role

This journeyman-level engineering position focuses on facilities-related control system cybersecurity and information communication technologies (Cyber/ICT) design. The role serves Military, Civil Works, and IIS customers, performing design and review work for a variety of facilities and systems.

Responsibilities

• Develop complex designs independently for facilities such as intake and outlet structures, spillways, pumping plants, electrical generation and transmission systems, street lighting, offices, laboratories, military facilities, treatment plants, access control points, airfield lighting, and other Government buildings.
• Apply knowledge of Cyber/ICT design principles and control equipment operation and maintenance.
• Determine design requirements for ICT systems and cybersecurity measures to meet user operational and functional needs using engineering principles and practical experience.
• Perform systems reviews to ensure consistent, high-quality, reliable, and cost-effective facilities for USACE and its customers.
• Review designs developed by A-Es for conformance to criteria and design standards, ensuring documents present clear, accurate contractual requirements.
• Coordinate Cyber/ICT design with electrical, mechanical, structural, civil, environmental, and architectural disciplines.
• Review and approve equipment shop drawings and contractor proposals.
• Develop plans, specifications, analyses, and calculations using word processing programs, computer-aided design software, building information modeling (BIM) software, and electrical design and analysis programs (e.g., voltage drop, short circuit currents, demand load analysis, light levels, circuit protection, and coordination).
• Apply CADD and BIM fundamentals and techniques to direct cost-effective activities of supporting technicians.
• Design sophisticated, user-friendly building controls that meet military criteria, energy codes, and interface with other systems.
• Serve as a technical advisor and specialist on all Cyber/ICT design matters.
• Prepare and present technical papers to brief higher authority and familiarize others with technical issues.
• Review system designs to ensure high quality, reliability, and cost-effectiveness across USACE.
• Conduct site surveys to collect design data.
• Review, investigate, and evaluate control systems in the field to resolve construction or functional problems and assess design adequacy.
• Perform equipment and system testing to verify installation, operation, and site conditions for studies and future design.
• Recommend solutions to identified problems and deficiencies.
• Provide technical assistance to lower-graded engineers and technicians on complex electrical designs, including design studies, schedules, memoranda, plans, specifications, cost estimates, analyses, and test procedures.
• Assist lower-graded engineers with design and operational challenges not typically covered in formal education, drawing on a broad base of experience.

Requirements

• This position requires 15% Temporary Duty (TDY) or business travel.
• A valid state Driver’s License in one of the 50 U.S. states or possessions is required to operate vehicles.

Qualifications

Candidates must meet the following experience requirements:

• Basic Requirement for IT Specialist (System Analysis): One year of specialized experience equivalent to the GS-11 level in the federal service, which includes:
  • Utilizing computer-aided software to produce and review information communications technology design projects.
  • Providing technical guidance on information communications technology and cybersecurity operations for projects.
  • Evaluating technical aspects of information communications technology and cybersecurity operations for compliance with codes, guidelines, and procedures.
• Competencies: The specialized experience must demonstrate the following competencies:

No substitution of education for experience is permitted for this position. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 level or equivalent.
