Duties

  • Define project scope, objectives, resources, and deliverables to mitigate risks and develop a comprehensive project plan; monitor project activities and resources until completion of project.
  • Contribute to long range plans for the acquisition, management, delivery, and control of information services under the cognizance of PSNS and IMF.
  • Review, analyze, and assess IT programs for overall compliance with Federal, DOD, Department of the Navy (DON), Naval Sea Systems Command (NAVSEA), and other policies.
  • Ensure policies and procedures are in place so that information systems are reliable and accessible and defend against unauthorized access to application systems and data.
  • Participate in strategic planning to support the design and implementation of streamlined processes that take full advantage of IT capabilities utilizing NAVSEA methodologies and tool sets, as required.
  • Present controversial or political observations and findings relating to the effective and efficient use of Information Technology (IT) systems, applications, and information processing to those in the subordinate command or detachment.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade) by the closing date of this announcement.
  • Within DoD, appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to 5 U.S.C. 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Obtain and maintain a current valid United States driver’s license.
  • Obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure may result in withdrawal of offer or removal.
  • This is a Cyberspace Workforce position, work role code 802 IT Project/Program Manager - Intermediate level, requiring qualification in DoDM 8140.03 and Department of Navy policies.
  • May be required to obtain nuclear worker qualifications to perform Naval Nuclear Propulsion Program work.
  • Complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Obtain and maintain a U.S. Passport.
  • Work an uncommon tour, including nights, weekends, and holidays; rotating shift work required.
  • Wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, chemicals); participate in medical surveillance programs.
  • Travel from normal duty station to CONUS and OCONUS, including remote or isolated sites, via military and commercial aircraft for extended periods.
  • Periods of standing, walking, bending, stooping, climbing in industrial spaces, and lifting or carrying items up to 50lbs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing oversight for analyzing, managing, or performing work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems for solving problems or accomplishing work processes by using Information Technology (IT) systems. Your experience must reflect skill in attention to detail, customer service, oral communication, and problem solving. Experience refers to paid and unpaid experience, including volunteer work.
