This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It is a mission-critical role supporting the U.S. Cyber Command, classified as Professional Work Category at the Senior Work Level within the CES Occupational Structure, located in the DISA Security Enablers Program Management Office.

Responsibilities

  • Implements centralized life cycle management, direction, and guidance for acquisition, sustainment, and implementation.
  • Provides enterprise-wide IT support and technical guidance across the organization.
  • Develops procurement specifications and evaluates contractor proposals with technical personnel for DISA information management systems.
  • Develops acquisition strategies, program planning, technology infusion, milestone review preparation, requirements allocation, and configuration management.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
  • Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months per DoD 8140 policy series.
  • This position is in the Excepted Service and does not convey eligibility for conversion to the Competitive Service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Must complete an OGE Form 450, Confidential Financial Disclosure Report, within 30 days of appointment.
  • Individuals tentatively selected for drug-testing designated positions must submit to urinalysis for illegal drugs prior to appointment or placement.

Qualifications

To qualify for this position, you must meet the following requirements:

  • Basic Requirements: IT-related experience demonstrating the following competencies:
    • Attention to Detail: Reviewing IT-related work or data and ensuring accuracy, completeness, and consistency with standards.
    • Customer Service: Developing and maintaining relationships with customers, assessing IT needs, and tailoring solutions.
    • Oral Communication: Briefing senior-level management and IT staff on system status, projects, or operations, including complex technical information for non-technical audiences.
    • Problem Solving: Identifying alternatives for unique, complex, or sensitive IT-related issues and evaluating potential solutions.
  • Qualifying Experience: At least one year of specialized experience equivalent to the GG-13 level in the federal service, defined as:
    • Applying project management principles to lead multifunctional development projects.
    • Developing and interpreting policies, procedures, and strategies for IT service planning and delivery.
    • Leading IT systems development projects from design to support, including interrelationships of multiple IT disciplines.

Volunteer experience (e.g., Peace Corps, AmeriCorps) may be credited as qualifying experience. All qualifications must be met within 30 days after the closing date of this announcement.

Pay

This is a GG-14 position with the following salary ranges by locality pay area (2026):

  • Arlington, VA: $143,913 to $187,093
  • Chambersburg, PA: $143,913 to $187,093
  • Columbus, OH: $131,245 to $170,624
  • Denver, CO: $140,239 to $182,316
  • Ft. Meade, MD: $143,913 to $187,093
  • Gunter AFB, AL: $125,776 to $163,514
  • Hill AFB, UT: $125,776 to $163,514
  • Lackland AFB, TX: $127,624 to $165,917
  • Mechanicsburg, PA: $128,323 to $166,825

The authorized rate of pay may exceed the stated maximum under certain circumstances.

Additional Information

  • Current Federal Career/Career-Conditional employees will be placed on an Excepted appointment under 10 U.S.C. 1599f.
  • The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months and achieve 80 hours of Continuous Learning Points (CLPs) every two years.
  • Telework availability is based on mission requirements and supervisory determination.
  • Moving costs and recruitment/relocation/retention incentives may be authorized.
  • This position is not open to retired federal employees interested in employment as a reemployed annuitant due to dual compensation restrictions.
  • Veterans' Preference will be applied to preference-eligible candidates in accordance with DoD Instruction 1400.25, Volume 3005.
