IT Business Analyst Senior Specialist
Salary Range: $94,620 - $127,248 Annually
This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Occasional in-office attendance is required.
About the Role
The Washington State Department of Corrections has an exciting and dynamic opportunity for an analytical and customer-centric IT professional. This permanent IT Business Analyst Senior Specialist role will independently analyze and document user business requirements in support of agency and inter-agency large-scale, mission-critical IT projects and enterprise applications that impact direct delivery of services.
As an IT Business Analyst Senior Specialist, you will be responsible for independent critical thinking, analysis, and translation of business needs into technology requirements for key enterprise applications throughout DOC that integrate with enterprise resource planning solutions. The candidate must accurately identify, assess, and translate business requirements and cross-walk business needs into technical requirements.
Responsibilities
- Independently perform skilled consultation, thoughtful leadership, and focused analysis of business needs, including:
- Defining business and technical requirements for mission-critical and highly complex enterprise-wide or divisional-specific applications and systems.
- Translating business requirements into detailed user stories and acceptance criteria that crosswalk the business need to technical implementation.
- Supporting team members by ensuring understanding of assignments, peer-reviewing deliverables, and onboarding new staff.
- Provide expert-level support for user-submitted help ticket analysis and resolution, including:
- Independently conducting focused analysis and support for mission-critical applications.
- Serving as the IT Subject Matter Expert (SME) for technical support to business users.
- Independently performing testing on applications to determine if an issue is a system defect or if an enhancement is required.
- Support the Quality Assurance team in the development of test cases and scenarios, including:
- Planning and facilitating user acceptance testing (UAT) for mission-critical applications and systems.
- Serving as a SME and trusted advisor for the Quality Assurance (testing) team regarding quality assurance and testing for assigned IT projects.
- Directly influencing test scenarios and test cases based on business requirements, system requirements, and system documentation.
- Complete Legislative Bill Analyses for the agency and IT.
- Effectively communicate with agency staff, system end-users, technical staff, contractors, and vendors.
- Other duties as assigned.
Requirements
Required qualifications:
- A Bachelor’s degree in computer science or a related field from an accredited institution AND a minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in any of the following areas:
- Business analysis
- Eliciting and managing technical and functional requirements
- Analyzing systems and data
- Providing customer or technical support for enterprise applications
- Design documentation
- User acceptance testing
- Project management
- Technical documentation
- OR an Associate degree in computer science or a related field AND two (2) years of experience in any area of Information Technology AND a minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in the areas listed above.
- OR a high school diploma or equivalent AND four (4) years of experience in any area of Information Technology AND a minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in the areas listed above.
In addition to the above qualifications, the following are also required:
- Ability to plan and manage time effectively by identifying and handling competing priorities professionally.
- Ability to make effective decisions within short timeframes, taking appropriate action to ensure continued delivery of services.
- Strong verbal and written communication skills, with the ability to bridge the gap between technical and business requirements.
Qualifications
Preferred qualifications that will make your application stand out:
- Knowledge and experience using Azure DevOps (ADO), Easy Vista, Visio, SnagIt, SharePoint, Adobe Acrobat Pro, and Microsoft Office Suite Software.
- Experience applying the Business Analysis Body of Knowledge (BABOK) and/or Project Management Body of Knowledge (PMBOK) techniques.
- Knowledge and experience with the software development life cycle (SDLC) and system implementation process, including requirements gathering.
- Business Analysis and/or Project Management training and/or certification.
- Possession of one of the following current certifications:
- PMP or PMBOK – Project Management Body of Knowledge
- BACBAP or BABOK – Business Analyst Body of Knowledge
- Agile and/or Scrum Alliance training and/or certification(s)
