About the Information Services Division

The Information Services Division (ISD) provides strategic technology leadership, support and consulting for legal technologies and platforms. ISD leads the design, development, and delivery of all AGO technology systems and applications, including enterprise infrastructure, voice services and secure network environments. The division also maintains the operations of software and cloud platforms (private and public) to provide AGO staff access to their confidential work product and communications, ensuring solutions are tailored to the AGO’s unique legal and operational needs. ISD has multiple units that provide project management and business analysis service, electronic library services, custom software development, business intelligence, data management services, and eDiscovery litigation technical support. Through rigorous governance and cybersecurity controls, ISD ensures compliance with state governance policies/standards and that all technology services function properly and securely.

Responsibilities

  • Uses an agile development methodology, innovation and creativity to complete assignments.
  • Provides supervision and expert level architecture, analysis, design, development, implementation, maintenance, testing, troubleshooting, and problem resolution for division specific and agency-wide, and high risk/high impact, mission-critical custom developed applications, off the shelf software customizations, system integrations and databases.
  • Provides software development, architecture, design and maintenance for new projects, enhancements, off the shelf software customizations and software integrations.
  • Serves as a technical leader on highly complex software or application development efforts.
  • Evaluates new software development products and programming languages and makes recommendations to ensure consistency with industry best practices.
  • Researches, evaluates, and recommends technologies, tools, and approaches to improve system functionality, efficiency, and maintainability.
  • Proactively monitors system performance to identify emerging issues.
  • Participates in business analysis and prioritization for software development projects.
  • Collaborates with cross-functional teams to identify business requirements, and solve business needs through developing custom software solutions.
  • Defines and analyzes IT problems, conducts in-depth research, and provides recommendations on solutions based on business and technical requirements.
  • Liaises with technical, business and stakeholder groups, communicating effectively between the two entities.
  • Provides oversight and supervision to the Software Development Team.
  • Utilizes performance management tools to create and maintain successful teams resulting in an environment where employees are valued and respected.
  • Provides leadership, mentoring, coaching and education to develop and maintain effective, well-trained teams based on performance standards. Leads by example to provide guidance to IT staff.
  • Provide technical leadership through code reviews, mentoring, knowledge sharing, and support of development team initiatives.

Qualifications

  • Nine (9) years of information technology experience such as architecting, analyzing, designing, or programming software applications.
  • An Associate’s or Technical degree in Computer Science OR equivalent AND Seven (7) years of information technology experience such as architecting, analyzing, designing, or programming software applications.
  • A Bachelor’s degree in Computer Science OR equivalent AND Five (5) years of information technology experience such as architecting, analyzing, designing, or programming software applications.
  • Experience within the past three years with the following programming skills, languages, software and/or programs: Agile software development methodologies, ASP.NET, C#, MVC Framework, JavaScript, HTML, CSS, Microsoft.NET Framework Libraries (4.0 or above), SQL and Transact-SQL, Microsoft Visual Studio or equivalent, SQL Server Management Studio or equivalent.

Additional Desirable Skills & Abilities

  • Experience within the past three years with the following programming skills, languages, software and/or programs: Asynchronous JavaScript and XML (AJAX), jQuery, Drupal / WordPress development, ORMs – NHibernate, Entity Framework, Telerik – Kendo User Interface (UI), ASP.NET AJAX, Web Services – ASP.NET Web API, XML Web Services, SQL Reporting Services (SSRS), SQL Server Integration Services (SSIS).
