Inventory Management Specialist

About the role

This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Portland Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Responsibilities

• Conducts research and maintains perpetual inventory accounts for non-expendable equipment in a database system.
• Determines required sources of equipment, purchase card program, and simplified acquisition procedures.
• Uses bar code scanning equipment and appropriate tagging equipment to implement property accounting systems.
• Researches and analyzes information to resolve questions and issues, and improve operations.
• Advises on the management, control, and accountability of equipment in use.
• Maintains inventory control records in an automated system.
• Manages a property management program and determines the means and methods to resolve issues and improve operations.
• Determines required sources of equipment, purchase card program, and simplified acquisition procedures.
• Researches and analyzes information to include tracing sequences of inventory management transactions.
• Advises on the management, control, and accountability of equipment in use.

Requirements

Lifecycle Management: Responsible for the lifecycle management of non-expendable assets; conducts short, mid and long-term advanced planning; analyzes data; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources; and corresponds with procurement officials and other stakeholders to resolve issues.

Inventory Management and Control: Responsible for the management and control of NX equipment assets; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment.

Qualifications

For GS-07 Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-05 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use.

For GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
