About the Role

The Interoperability Communications Systems Manager reports to the Bureau of Technical Services Deputy Director and is responsible for program implementation and coordination of multiple complex interoperable communications projects for the City of San José. This includes voice and data systems, serving as a liaison to other City Departments and allied agencies at the county, state, and federal levels on projects related to the Silicon Valley Regional Interoperable Authority (SVRIA) and Bay Area Urban Areas Security Initiative (UASI). The role requires excellent verbal and written communication skills and involves collaboration with the San José Fire Department, Office of Emergency Services, and the City Manager’s Office.

Responsibilities

  • Manage the implementation of SVRIA and UASI projects, serving as a liaison between the City and allied stakeholders and vendors to address project issues and provide technical and management guidance.
  • Oversee the coordination, development, and implementation of the City’s interoperable communication systems goals, policies, and strategic plans.
  • Manage the allocation of resources and service levels to ensure City’s interoperable communications projects meet grant program guidelines and requirements.
  • Assist in the development and drafting of intergovernmental agreements, MOUs, and other agreements that promote effective interoperable communications.
  • Participate in the SVRIA Working Committee and Technical Advisory Group, as well as other organizations, to further the City’s interoperable communications capability.
  • Implement programs and policies and evaluate systems and technologies that advance local, regional, state, and national information-sharing initiatives.
  • Monitor, analyze, and resolve system problems, and make recommendations to improve and enhance the capabilities of associated systems.
  • Prepare grant applications in coordination with City grants administration staff, including developing budgets and financial program information to secure funding for interoperable communications initiatives.
  • Prepare programmatic and financial status reports and documents to implement grant-funded projects.
  • Provide regular updates to City senior staff, City Councilmembers, public safety chiefs, working groups, the SVRIA Governing Board, and other jurisdictions on project status and implementation issues.
  • Coordinate and liaise with local and regional coordinators on interoperable communications issues.

Requirements

  • Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or a closely related field.
  • Five (5) years of experience in the development and implementation of communications systems or complex IT systems for a large public jurisdiction, including three (3) years of supervisory experience over a technical team.
  • Submit to and successfully pass a comprehensive background investigation as required by the San José Police Department.

Skills

  • Job Expertise: Demonstrates knowledge of applicable Citywide and departmental procedures/policies, federal and state rules, and regulations. Three or more years of experience in communications systems or complex IT systems for a large public jurisdiction. High-level knowledge of radio systems, including UHF, VHF, 700 & 800 MHz Trunked Systems, and APCO Project 25 Phase II Standards. Experience in public safety emergency communications systems.
