International Expert on E-commerce (SSAs) (deadline extension)

Objective

The objective of the assignment is to provide an international expert to conduct a three-day training on e-commerce for the Agency for Innovation and Digital Technologies in Dushanbe.

Tasks and Responsibilities

  • Reviewing relevant national strategies, policies, legislation, and institutional frameworks related to e-commerce, digital trade, digital economy, customs, taxation, consumer protection, logistics, digital payments, cybersecurity, and SME development (5 days)
  • In cooperation with the line state agency, adapting the training content to the institutional needs and knowledge level of participants (4 days)
  • Preparing comprehensive training materials for three days by covering the key dimensions of e-commerce ecosystems and governance (2 days)
  • Conducting a three-day training and ensuring the training is adapted to the context and responsibilities of government officials working on e-commerce and digital economy issues in Tajikistan (5 days, including trip)

  • Conducting pre-and-post evaluation exercises to assess participants' learning outcomes by adding it in the comprehensive report upon completion of the assignment (2 days)
  • Completing the final report and recommendations (2 days)

Necessary Qualifications

  • Advanced university degree (Master’s degree or higher) in International Trade, Economics, Business Administration or other related fields
  • At least 7 years of progressive professional experience in e-commerce, digital trade, digital economy policy, ICT regulation, or related fields
  • Proven experience of working with state agencies, government institutions and public sector
  • Experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers
  • Understanding of international frameworks and best practices related to UN WTO, UNCITRAL instruments on e-commerce, cybersecurity and data governance would be considered as an asset
  • Excellent communication skills and teamwork
  • Advanced skills in Microsoft Office applications and online databases
  • Professional fluency in Russian and English, knowledge of Tajik is an advantage but is not mandatory
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Remuneration Package

The remuneration package will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
