Responsibilities

  • Support a Government agency within the homeland security enterprise, with opportunities to expand to other national security-related organizations.
  • Support annual internal control planning efforts, including determining the scope of assessments and testing based on organizational risk profiles and identified financial risks.
  • Evaluate internal controls over financial reporting (ICOFR) and operations in line with OMB Circular A-123, including:
    • Performing end-to-end walkthroughs of business processes.
    • Documenting business processes and controls.
    • Testing the design and operating effectiveness of internal controls.
    • Reporting on deficiencies.
  • Perform internal controls over operations and assessments of improper payments in support of the Payment Integrity Information Act (PIIA).
  • Provide audit liaison support services to facilitate a smooth financial statement audit process, including developing and maintaining digital tools for efficient audit activities.
  • Provide financial statement audit and audit risk management support to help the agency maintain a clean audit opinion and improve internal controls.
  • Support financial risk management programs, including:
    • Maintaining the agency’s financial risk register (identifying, evaluating, and tracking financial risks and mitigation strategies).
    • Completing annual fraud risk assessments.
    • Preparing the annual Statement of Assurance.
  • Support the development and execution of risk mitigation plans, corrective action plans, and broader remediation strategies to address financial risks and internal control deficiencies.
  • Assess the impact of new guidance on financial operations and support its implementation.
  • Complete Entity Level Control (ELC) assessments and testing, including:
    • Developing assessment materials.
    • Interviewing and surveying management and client personnel.
    • Compiling results to show data and conclusions.
  • Engage in diverse project-specific tasks, including:
    • Applying analytical, problem-solving, and reporting skills.
    • Documenting and evaluating business processes and recommending improvements.
    • Producing communications ranging from informal emails to formal memos, issue papers, presentations, and executive briefings.
    • Conducting research to investigate client problems and collaborating on solutions.
    • Assisting clients in analyzing projects to identify risks and develop mitigation strategies.
    • Supporting data collection, analysis, modeling, visualization, and decision-making.
    • Analyzing and improving policies and procedures for operational needs.
  • Support business growth activities, including:
    • Assisting in business development (e.g., identifying client needs, developing proposals, participating in meetings).
    • Participating in coaching and mentoring programs.
    • Developing learning and development materials for employees.
    • Supporting recruiting initiatives.

Requirements

  • Ability to obtain and maintain a Federal or DoD "Public Trust" clearance; candidates must obtain adjudication prior to onboarding. Active Public Trust or suitability clearance preferred.
  • Bachelor’s degree.
  • Three (3) years of experience in financial management, accounting, internal controls, audit, or a related financial field.

Qualifications

  • Bachelor’s degree in Finance, Accounting, or Business Administration; Master’s degree in Accounting preferred.
  • Certifications: Certified Public Accountant (CPA) or Certified Governmental Financial Manager (CGFM) preferred.
  • Knowledge of and experience with Federal financial management activities, including:
    • OMB Circular A-123 assessments for internal controls over financial reporting.
    • Federal financial statement audits.
    • Financial risk management, financial policy, entity-level controls, and/or management controls.
  • Experience advising Federal clients on OMB Circular A-123 (Appendix A and C), GAO Green Book, Chief Financial Officers Act of 1990, Federal Financial Integrity Act of 1982 (FMFIA), and Payment Integrity Information Act of 2019 (PIIA).
  • Federal accounting experience, including United States Standard General Ledger (USSGL), Treasury Financial Manual, and knowledge of Federal Financial Management Improvement Act (FFMIA).
  • Experience working in teams to produce high-impact deliverables in fast-paced environments.
  • Strong oral and written communication skills.
  • Attention to detail and ability to create/edit technical and non-technical work products and presentations.
  • Ability to view problems from multiple angles and apply varied solutions.
  • Ability to participate in client-facing discussions and meetings.
  • Ability to synthesize information quickly and learn new skills.
  • Desire to support public sector clients with a national security mission.
  • Passion for reinvesting in the company and representing its brand.
