About the Role

Responsible for complex and innovative engineering/architectural design, analysis, and/or cost engineering efforts on projects for civil and military projects, work for others, and HTRW (Hazardous, Toxic, and Radiological Waste) projects. Define site-specific problems and identify necessary technical testing and analyses; cost or price estimating; and cost/price/schedule risk analyses. Perform work relating to difficult or critical designs and problems and often lead the efforts of a team carrying out broad, innovative project assignments.

Responsibilities

  • Prepare designs, analyses, layouts, computations, cost estimates, design drawings, quantity calculations, and reviews.
  • Perform field reconnaissance and site investigation in connection with significant and/or controversial project development to determine the accuracy of field surveys.
  • Provide technical input and oversight of both in-house and Architect-Engineer (A-E) contractor-designed projects for new construction, maintenance/alteration/repair of existing facilities, and special projects or studies.
  • Communicate with stakeholders and/or representatives of other federal, state, or local agencies.
  • For GS-13: Lead teams in the performance of technical engineering and design responsibilities.
  • For GS-13: Participate in analysis and improvement of work methods, processes, and organizational structure to optimize production efficiency and cost-effectiveness.
  • For GS-13: Make recommendations on efficient alternatives considering constructability and/or cost of projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Valid State Driver’s License.
  • 1-year probationary period may be required.
  • U.S. Citizenship required.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Minimum Qualifications for GS-12

  • One year of specialized experience which includes:
    • Participating in engineering/architectural design, analysis, and/or cost engineering efforts on civil and military projects, and HTRW projects.
    • Assisting in the preparation of designs, analyses, layouts, computations, cost estimates, design drawings, and quantity calculations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Minimum Qualifications for GS-13

  • One year of specialized experience which includes:
    • Serving as a technical design specialist responsible for complex and innovative engineering/architectural design, analysis, and/or cost engineering efforts.
    • Leading teams in technical engineering and design responsibilities.
    • Preparing designs, analyses, layouts, computations, cost estimates, design drawings, and quantity calculations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

No substitution of education for experience is permitted for this job.

Education

Basic Requirement for Civil, Electrical, or Mechanical Engineer

  • Degree: Bachelor’s degree (or higher) in engineering. The program must:
    • Be from a school of engineering with at least one program accredited by ABET; or
    • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
      • Statics, dynamics
      • Strength of materials (stress-strain relationships)
      • Fluid mechanics, hydraulics
      • Thermodynamics
      • Electrical fields and circuits
      • Nature and properties of materials (relating particle and aggregate structure to properties)
      • Any comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, or electronics)
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
    • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
    • A good understanding of the engineering sciences and techniques and their applications to one of the branches of engineering.
    The adequacy of such background must be demonstrated by one of the following:
    • Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)).
    • Successful completion of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
    • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the specified courses.
    • Completion of a related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience.

Basic Requirement for Architect

  • Degree: Bachelor’s degree (or higher) in architecture or a related field that included:
    • 60 semester hours of coursework in architecture or related disciplines, of which:
      • At least 30 semester hours were in architectural design, and
      • 6 semester hours were in each of the following:
        • Structural technology
        • Properties of materials and methods of construction
        • Environmental control systems
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
    • A thorough knowledge of the arts and sciences underlying professional architecture, and
    • A good understanding of architectural principles, methods, and techniques and their applications.
    The adequacy of such background must be demonstrated by:
    • Related curriculum (e.g., architectural engineering) with equivalent knowledge, skills, and abilities, or
    • Experience: 1 year of experience in an architect’s office or in architectural work for each year short of graduation. In the absence of college courses, 5 years of such experience is required.

Foreign Education: If using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program.

Pay

  • Architect:
    • GS-12: $90,968 - $118,261
    • GS-13: $108,173 - $140,627
  • Civil, Electrical, or Mechanical Engineer:
    • GS-12: $104,502 - $127,443
    • GS-13: $118,204 - $145,483

Salary includes applicable locality pay or Local Market Supplement.
