INTERDISCIPLINARY SUPERVISORY NUCLEAR ENGINEER/HEALTH PHYSICIST

This position is located in the Radiological Control Office (Code 105) of Norfolk Naval Shipyard.
Responsibilities
- Serve as a Supervisory Nuclear Engineer or Supervisory Health Physicist with full project management responsibility.
- Plan the work of subordinates and provide immediate technical assistance to the Fleet and Shipyard to resolve emergent health physics problems of a complex nature.
- Provide radiological and nuclear engineering technician consultation services through a review of drawings, specifications, and other technical documents.
- Offer expert radiological engineering, nuclear engineering, and health physics advice to the Fleet and Shipyard for routine and non-routine radioactive work.
- Review reports of radiological problems encountered by the Fleet and Shipyard, such as those documented in incident reports.
- Direct the development of training programs for civilian and Fleet personnel, ensuring consistency with the latest radiological techniques and practices.
- Plan, organize, and assure effective implementation and maintenance of health physics aspects of radiation exposure reduction programs for the Fleet and Shipyard nuclear reactor plant repair/maintenance.
Requirements

- Must successfully complete a pre-appointment physical examination.
- Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Must wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes) continuously during the work shift.
- Work is performed in areas with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, ionizing and non-ionizing radiation, and chemicals). Participation in medical surveillance programs is required.
- May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:
- Expert knowledge and understanding of the Naval Nuclear Propulsion Program (NNPP), Radiological Control Office, Radiological Controls Qualification School, Nuclear Regulatory Commission regulations, NAVSEA policies and procedures, Federal/State/Shipyard regulations, Environmental Protection Agency regulations, and applicable technical/governance manuals.
- Currently or previously qualified in at least one of the following NAVSEA 389-0288 articles: 106.2a (Radiological Control Technician), 106.2d (Supervisory Radiological Control Technician), or 106.3a (Nuclear Engineering Personnel).
- Experience directing the planning, organizing, and conduct of technical program analysis and development involving key agency programs.
- Experience applying qualitative and/or quantitative methods for the assessment, development, and improvement of programs and program effectiveness for complex management processes and systems.
- Experience applying fiscal, contracting, and administrative policies, procedures, and practices necessary to manage and determine the economic feasibility of major technical and administrative programs.
- Knowledge of shipyard management associated with project management, human resources, financial management, manpower, material support, and logistics support.
- Experience applying expert knowledge of education, science, and engineering to the design and implementation of automation technology initiatives with program-wide implications.
- Excellent computer, project management, technical writing, and leadership skills. High-order administrative and supervisory ability to organize and coordinate the work of a professional and technical staff.
Education
Applicants must meet the following positive education qualifications requirements:
For Nuclear Engineer (0800 series):
- Degree: Engineering. The program must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or any comparable area of fundamental engineering science or physics.
- Combination of education and experience: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering and a good understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by one of the following:
- Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
- Successful completion of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
- Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences, including specified courses.
- Completion of a related curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), plus at least 1 year of professional engineering experience.
For Health Physicist (1306 series):
- Degree: Natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.
- Combination of education and experience: Courses as shown above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and education that provided an understanding of sciences applicable to health physics.
