About the role

The position (K0229506) plans, organizes, and directs activities and staff of the Radiological Emergency Preparedness program and coordinates emergency response planning and preparedness efforts with utilities and other agencies of state, federal, county and local government.

Responsibilities

• Plans, organizes, and directs activities and staff of the Radiological Emergency Preparedness program and coordinates emergency response planning and preparedness efforts with utilities and other agencies of state, federal, county and local government.
• Directs the development, implementation, and modification of KDHE’s radiological emergency response plans and procedures to address all types of radiological response.
• This will require a review of the technical and regulatory basis for emergency procedures, guidelines, and criteria, ongoing development and revision of the Kansas Protective Action Guidelines (PAGs), and coordination with other state and federal agencies.
• Directs the development, implementation, and modification of programs required for radiological training of KDHE staff and for other state, county, and local emergency response personnel and partners.
• Manage the Kansas Radiation Response Volunteer Corps (RRVC) program activities and direct program activities needed to maintain and expand the RRVC numbers and capability.
• Direct the development of strategies and protocols for maintaining capabilities and program needs to perform the calculations, dose projections and dose assessments, record keeping, and other functions required to meet KDHE radiological emergency and environmental monitoring responsibilities.
• Utilize advanced computer modeling techniques to interpret radiological data including plume, deposition, and other factors to perform dose assessments related to the protection of the citizens of Kansas and emergency workers during a radiological incident.
• Responsible for the acquisition, inventory, maintenance, calibration, and repair of all program radiological equipment, instrumentation, and response kits.
• Plans, organizes and directs activities and staff conducting the Kansas Radon Program.
• This includes providing expert technical advice and oversight of Kansas certified radon measurement and mitigation contractors and radon laboratories, and directing the regulatory program for radon.
• This includes directing the development, implementation, and modifications of regulations pertaining to radon.
• This includes oversight of all investigations and inspections conducted under the radon regulations and any resulting enforcement actions.
• This includes coordination with the Radon Outreach Team Leader in developing and conducting programs and procedures for evaluating radon/radon daughter levels in Kansas and a strategy for actions to be taken where elevated levels of radon are found.
• This includes supervision and oversight of the Radon Certification Database, including oversight of the maintenance and modification of the database to improve tracking and customer service.
• Plans, organizes and directs activities and staff conducting the Radiological Environmental Monitoring program.
• This requires close coordination with utilities and laboratories in development and implementation of annual radiological surveillance program, and direction of the development and modification of an annual report analyzing the scientific results of environmental surveillance.
• This includes oversight of radiological monitoring at contaminated sites across Kansas.
• Directs the development of maps, charts, graphs, forms, reference materials, and other such resources needed for environmental monitoring programs and emergency preparedness and response.
• Provide technical assistance to the Radiation Control Program Director in the development of program budgetary materials and long-term Radiation Control Program plans.
• Manage the expenditures of fee funds for nuclear safety emergency preparedness and Wolf Creek environmental surveillance.
• Develop grant applications and serve as grant/contract project officer for program activities.
• Periodically evaluate the effectiveness of the Radiation Control Program and make recommendations for changes in program direction and priorities as needed.

Requirements

• Education: High School, GED
• Licensing & Certification: Kansas certified radon measurement technician and Kansas certified radon mitigation technician. Incumbent is required to obtain these two radon certifications within a year of employment and maintain them throughout.
• Valid Driver's License: Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Qualifications

• Education: Bachelor's degree in environmental, agricultural or natural sciences/resources and three years of experience in an environmental program/project area. Education may be substituted for experience as deemed relevant by the agency.
• Preferred Qualifications: Word, Excel, PowerPoint, Access, proofreading, editing, attention to detail, radiological survey and dose assessment, radiological emergency preparedness and response, public speaking and training, technical writing and report writing, radon measurement and mitigation, knowledge and experience with programs related to EPCRA, experience working with Emergency Planning and Community Right-To-Know Act (EPCRA), experience in Health Physics and Radiological health measurements, emergency response, instrument calibration, completion of the Environmental Monitoring Course at Oak Ridge, TN, certification in Kansas as a radon measurement technician and a radon mitigation technician, experience working with a nuclear power plant and other partners to accomplish emergency planning, knowledge of the Kansas Response Plan and KDHE's role in ESF#10, training and experience in supervising people, completion of any of the following FEMA radiological related courses
