About the role

Responsible for day-to-day contract administration including all acquisition processes for design and construction in support of the Military and Civil Works Programs. Serve as an Administrative Contracting Officer, directing work changes including negotiating and resolving contract modifications not to exceed $500,000 as outlined in the letter of delegation issued by the Contracting Officer. Direct and oversee studies required for field changes and contract modifications including preparation of sketches and cost estimates; determine effect on construction schedule and other data required in the preparation of change orders. Plan and recommend all appropriate inspection and testing to ensure that all construction performed under surveillance is accomplished in accordance with contract plans and specifications.

• Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• This position requires a Professional Certification/Licensure in Engineering.
• This is a Defense Acquisition Workforce (AWF) position under DoDI 5000.66 criteria. Foundational Career Level Certification or Contracting Professional Certificate must be met within 3 years.

Specialized Experience: One year of specialized experience which includes administering construction contracts by reviewing plans and specifications for compliance; monitoring construction projects to ensure adherence to safety and quality control standards; managing contract modifications and reviewing contractor payment requests; and providing technical guidance on construction operational problems. This definition of specialized experience is typical of work performed at the GS-12 level.

Education

To qualify, you must meet the basic education requirement listed below:

• Engineering: A bachelor’s degree in engineering from an ABET-accredited program; or coursework including differential and integral calculus and advanced courses in five of the following areas: statics, dynamics, strength of materials, fluid mechanics/hydraulics, thermodynamics, electrical fields and circuits, nature and properties of materials, or comparable engineering science/physics. Alternatively, a combination of education and experience demonstrating thorough knowledge of physical/mathematical sciences and engineering techniques and their applications. Professional registration or a passing score on the Fundamentals of Engineering (FE) exam may also qualify.
• Architecture: A bachelor’s or higher degree in architecture or a related field with at least 60 semester hours of architecture-related coursework, including 30 hours in architectural design and 6 hours each in structural technology, properties of materials and methods of construction, and environmental control systems. Alternatively, a combination of education and experience demonstrating thorough knowledge of architecture principles, methods, and techniques.
