INSPECTOR/INVESTIGATOR

About the role

You will advise leadership on matters related to promoting economy, effectiveness, and efficiency in the administration of Department of Navy (DON) programs and operations. You will also advise on preventing and detecting fraud, waste, abuse, and mismanagement.

Responsibilities

• Conduct hotline and military whistleblower reprisal (MWBR) investigations as part of an investigative team.
• Review and evaluate complaints/requests to identify potential violations of laws and regulations.
• Conduct record reviews and draft comprehensive investigation reports detailing each complaint/allegation, ensuring compliance with Department of Defense (DOD), Department of Navy (DON), and NAVY Inspector General guidelines.
• Respond to complaints and allegations from various sources.
• Utilize expertise to conduct the full cycle of non-criminal IG investigations and inspections by applying established methodologies to collect, review, and analyze evidence, culminating in the preparation of comprehensive Reports of Investigation (ROIs) and data-driven trend analysis reports for leadership review.
• Perform as a Team Leader on Navy and Joint Service IG Inspections, leading and organizing blended military and civilian teams while managing the entire inspection process from coordinating self-assessments to identifying deficiencies, making corrective recommendations, and overseeing follow-up actions for effectiveness.
• Interface directly with Flag-level military and civilian personnel, prepare and issue final written inspection reports, and brief complex findings, outcomes, and trend analyses to leadership.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This position requires a periodic polygraph examination.
• This position may require a 2-year DCIPS trial period.
• CONUS and OCONUS travel required, up to 40%.
• You must successfully obtain NAVY Inspector General (NAVIG) certification within 12 months and renew every 5 years.
• Must obtain, maintain, and use a Government Travel Charge Card (GTCC).
• You will be required to complete an ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the start date.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
