Inspector (Investigations)

About the Role

This position is part of the Houston Permitting Center's Multi-Family Habitability Reporting team, located at 601 Sawyer St, Houston, TX 77007. It is a Tier II Houston Public Works Emergency Management role.

Responsibilities

• Inspects mechanical, electrical, plumbing, or structural systems to ensure compliance with building codes and local ordinances.
• Provides written feedback related to inspection findings.
• Performs record keeping activities, maintains daily logs, records and maintains photographs taken during inspections, and issues violation notices and stop-work orders under supervision.
• Monitors construction sites periodically to ensure overall compliance with codes.
• Meets with the public, contractors, technical professionals, and businesses to respond to inquiries and technical problems.
• Researches and evaluates plans, specifications, and drawings.
• Prepares and submits various technical reports.
• Investigates reported code violations received via 311 and issues notices of deficiencies if required.
• Issues municipal citations for noncompliance.
• Attends court proceedings related to issued citations, presents evidence of cited code violations, and provides testimony.
• Performs other duties as assigned.

Working Conditions

The position routinely requires lifting moderately heavy items, such as computers or records boxes (up to 40 pounds), and/or very long periods of walking on rough surfaces.

Requirements

• High School Diploma or G.E.D.
• Up to 18 months of education or training in the area of inspection to be performed.
• Two years of journey level or skilled experience related to the area of inspection to be performed.
• May require a valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).

Qualifications

Preferred certifications to be obtained within 11 months of employment (in the area of inspection to be performed):

• Plumbing: Licensed by the State Board of Plumbing Examiners; and ICBO or IAPMO Plumbing Inspector Certificate.
• Electrical: ICBO or IAEA Inspector's Certificate.
• Mechanical: ICBO Mechanical Inspector's Certificate.
• Structural: ICBO Building Inspector's Certificate.
• Occupancy: ICBO Certificate in the primary area of inspection to be performed.
• Elevator: QEI Elevator Inspector's Certificate.

Preference will be given to applicants with valid ICC Commercial or Residential building inspector certification and to eligible veteran applicants.

Pay

Pay Grade 18. Factors used in determining the salary include the candidate's qualifications and the pay rates of other employees in this classification.

Benefits

• Retention: Eligible for an award of up to $3,000 upon completion of 24 months of employment.
• Certification: Eligible for annual incentives of up to $3,900 upon acquisition of eligible certifications.
• Step Increase: Salary adjusted by 3.1% upon start of the 3rd year of employment; adjusted by 2.8% upon start of the 5th year of employment.
