Your Team

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the city, and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of five divisions: Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Property Management (PM), within APM, leads the agency’s efforts for property management of city-owned residential and commercial properties and provision of temporary housing and rehousing assistance for tenants displaced from their homes because of fires and vacate orders.

Urban Renewal and Property Management (URPM), a PM work unit, manages city-owned properties under HPD jurisdiction, including:

  • Daily maintenance and routine repairs
  • Local law compliance (e.g., lead monitoring and abatement, façade repairs, pest control)
  • Rent collection and vacancy control
  • Tenant relations
  • Administration of relocation benefits for urban redevelopment projects
  • Property control functions (tracking and reporting inventory changes)
  • Management of program expense budgets and micro purchases
  • Management of the office’s vehicles and fleet supplies

Your Impact

As the inspector for Urban Renewal and Property Management (URPM), you will be responsible for inspecting multiple and single-family HPD DPM dwellings, including vacant lots.

Responsibilities

  • Investigate and respond to 311 complaints and internal DPM complaints concerning emergency conditions, insufficient heat/hot water, unsanitary conditions, illegal conversions, heat plants, and special commissioner projects
  • Ensure HPD vehicle readiness, report maintenance issues, and follow HPD vehicle standard operating procedures
  • Complete daily and weekly route sheets and vehicle mileage sheets
  • Prepare scopes of work to correct NYC external agency violations for supervisor approval
  • Monitor generated Open Market Orders (OMO) from start to completion
  • Report and document issues or concerns pertaining to contractor work performance
  • Generate and sign off on Field Inspection Reports (FIR) for supervisor approval
  • Investigate assigned Engineering Audit Department (EAD) cost reductions for corrections or verification
  • Record and recommend cost reductions related to job completion or performance
  • Contact tenants to arrange inspection appointments
  • Contact vendors for updates and job completion status, including affidavit documentation
  • Follow all HPD standard operating procedures and complete required training

Qualifications

  • Minimum 5 years of experience in property maintenance, building repairs, violation remediation, construction management, or similar on residential properties (commercial property and vacant lot management experience a plus)
  • Minimum 3 years of vendor management, job monitoring, and compliance enforcement
  • Demonstrated ability to develop effective maintenance and repair job scopes
  • Demonstrated ability to manage multiple workflows with competing deadlines
  • Demonstrated understanding of market pricing and ability to conduct market price research
  • Must be organized, detail-oriented, and agile to changing priorities
  • Strong communication and customer service skills
  • Familiarity with HPDInfo and violation tracking systems (DOB, DOHMH, DSNY, DEP, etc.) a plus
  • Only candidates who are Permanent in the Construction Project Manager title or have taken the Construction Project Manager exam #0169 should apply
  • Candidates may be assigned to field work in any of the five boroughs and may be scheduled to work evenings and weekends
  • Must possess and maintain a valid New York State driver’s license for the duration of employment
  • Authorization to work in the United States is required; the NYC Department of Housing Preservation and Development does not provide sponsorship for international employees for visa applications, extensions, or status changes

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities related to the duties described; or
  • High school graduation or equivalent and six years of experience in community work or community-centered activities related to the duties described; or
  • Education and/or experience equivalent to the above, with at least one year of experience as described in the first qualification

Additional Information

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
