About the role

This position is responsible to plan and implement a variety of programs and to assess and monitor non-custodial participants in these programs.

Responsibilities

  • Plan, implement and maintain a variety of Alternative to Incarceration and Community Based Punishment Programs such as Work Alternative Program, Weekender Program, and Electronic Home Monitoring for minimum and medium security inmates.
  • Assess and monitor non-custodial participants in these programs.
  • Plan, organize and supervise the work of inmate workers assigned to perform clerical functions within the unit.
  • Explain Alternative to Incarceration and Community Based Punishment Programs and program requirements to inmates and their families.
  • Counsel inmates when needed for referral to alternative programs.

Minimum Qualifications

Education

Graduation from an accredited college with an associate’s degree in Business Administration, Criminal Justice, Sociology or a related field.

Experience

Four (4) years of increasingly responsible experience dealing with inmates in a high security capacity.

Knowledge of

  • Principles of budget preparation and fiscal management;
  • Grant management and monitoring;
  • Referral sources available to inmates and their families;
  • Math sufficient to monitor and manage grant budget and to process expenditures;
  • Security aspects of each County institution;
  • Working knowledge of the Penal and Vehicle codes.

Skill/Ability to

  • Plan, implement and maintain a variety of Alternative to Incarceration and Community Based Punishment Programs;
  • Read, interpret, implement and explain program rules, regulations, policies and procedures;
  • Collect and evaluate information, draw valid conclusions and make appropriate recommendations;
  • Write clear, concise, grammatically correct correspondence and reports;
  • Prepare, organize and give oral presentations;
  • Speak clearly and concisely to explain technical information to people of various socio-economic, cultural, and educational backgrounds;
  • Supervise, train and evaluate staff;
  • Organize work in a step-by-step order;
  • Establish rapport and maintain effective working relationships with others;
  • Use patience, tact and courtesy in dealing with people under various circumstances and under emotional stress;
  • Keep systematic and accurate records;
  • Maintain confidentiality of all information and materials;
  • Follow verbal and written instructions;
  • Retain and recall information.

Conditions of Employment

  • Candidates selected may be required to pass a pre-employment drug and alcohol screening.
  • A background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
  • An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions.
  • Some job classes may also require a physical exam.
  • This may be a qualifying position for student loan forgiveness through the College Cost Reduction and Access Act (CCRAA). Only student loan payments made after October 1, 2007 and in a qualified repayment plan are eligible.

Schedule

Monday – Friday, 8:00 am – 5:00 pm; no weekends.

  • Paid Holiday Leave: 12 set days and 1 personal holiday.
  • Vacation Accrual:
    • 2 weeks per year (0–3 years of service)
    • 3 weeks per year (3–7 years of service)
    • 4 weeks per year (7–11 years of service)
    • 5 weeks per year (11+ years of service)
  • Sick Leave Accrual: 12 days per year with unlimited accumulation; 60 hours may be used toward family sick leave.
  • Career Incentive Pay: Employees with five or more years of service may earn additional pay according to the schedule:
    • 5 years: 3% increase
    • 10 years: 2% increase (total 5%)
    • 15 years: 3% increase (total 8%)
    • 20 years: 2% increase (total 10%)
  • Group Term Life Insurance and AD&D: $10,000; provided by Standard Insurance Company.
  • Disability Insurance: Covered by State Disability Insurance; premium paid by the employee.
  • Deferred Compensation: Voluntary deferred compensation plan available.
